Why does the job exist?
This position Is the field office manager (District Forester) for the Cimarron District of the Energy, Minerals and Natural Resources Department (EMNRD)- Forestry Division. The District has several rapidly developing areas as well as several communities at risk from wild land fire. The District Forester ls well versed in federal and state laws, regulations, legal agreements, policies and procedures that guide them in decision making and program implementation in the field.
State and federal laws define the activities and programs:
Forest Conservation Act- NMSA 1978 Chapter 68-2-1 through 68-2-33
NMSA 1978 30-17-1 through 30-17-6 handling of fire relating to negligent arson
The Cooperative Forestry Assistance Act of 1978 [P.L45-3143)
The position evaluates and determines program delivery based on the needs of many cooperators, rural communities and forest based businesses while supervising the Implementation of all forestry programs In the District. They will be responsible for maintaining compliance with governmental standards and business philosophies relating to the delivery of federal programs and working with other groups and agencies to allocate resources across jurisdictional boundaries to achieve forest and watershed health.
How does it get done?
Assignment #1 - Community Forestry
1. Conduct landowner forest health and timber improvement projects by participating in urban work with different communities.
2. Oversee National Fire Plan-Wildland Urban Interface projects and continue the development and implementation of projects In at risk communities within the district.
Assignment #2 - Wildfires Management
1. Maintain the capacity to safely and efficiently act on 200 wild land fires annually while promoting efficient fire suppression.
2. Oversee the training of 150 non-federal wild land firefighters who comply with national qualifications and standard while adhering to deadlines and policies.
Assignment #3 - Forest and Watershed Management
1. Coordinate and provide support to the Santa Fe Office to survey, detect, respond to and monitor insect and disease outbreaks.
2. initiate law enforcement Investigations pertaining to violations of the Forest Conservation Act.
3. Coordinate with State Timber Management Officers to generate 5 Stewardship landowner management plans for 5,800 acres.
Assignment Area #4- Strategic Planning
1. Direct the implementation of strategies, statures, regulations and policies that are in line with the Division's Strategic Plan while helping to solve problems and address issues associated with the
activities in the field.

Ideal Candidate
1. Good leadership skills, with the ability to communicate orally and in writing
2. Knowledge of wildland fire suppression activities
3. Experience in grant writing and grant administration
4. Experience with state rules, laws and procurement codes
5. Knowledge of Forest Conservation Act
Minimum Qualification
A Bachelor's Degree in any field of study from an accredited college or university and eight (8) years of professional level experience with a light strategic impact directly related to the purpose of the position defined by the agency at the time of recruitment. Employment Requirements
Must possess and maintain a valid New Mexico Driver's License.
Working Conditions
