Why does the job exist?
This position will oversee all contractual agreements, grant management, and financial and administrative support activities for the Children's Medical Services (CMS) program in the Family Health Bureau and its three units (the Children and Youth with Special Healthcare Needs program, the Newborn Genetic Screening program, and Newborn Hearing program). This position also provides oversight, development, and assurance of three budgets, and the monitoring of federal and state grants for the program including assisting the Bureau Chief with Title V Block grant application (budget forms) and audit compliance for Title V grant.. This includes fiscal audit compliance assurance for the $12 million annual budget program, which has a mix of state general funds, federal grants, and revenues.
This position manages the Program's budget projections and is responsible for distribution, updates, and tracking of staff payroll reports, spreadsheets, Task Profile IDs, and SHARE categories for the program. The position also analyzes budgets, expenditures and revenues generated and advises program manager re: budget decision making. The fiscal manager also supports Managers and Employees with contract development by overseeing the process and assisting with contracts; and budget development and monitoring of budget and fiscal operations in conjunction with program needs and services. to clients and their families. This includes oversight and streamlining of the state office fiscal process- including, but not limited, to provider agreements and troubleshooting billing issues with the NBG and CYSHCN programs.
The fiscal manager is responsible for understanding and modeling the comprehensive link between the budget and program operations. These responsibilities include audit compliance for CMS Care and Support and income, analysis of expenses and revenues for medical services for CMS children and CMS specialty clinics including actual expenditures, projections of future expenditures, and related eligibility problems. Job duties also include project support for CMS Program Manager and the Regional CMS Managers regarding budget and special projects assigned by MCH, DOH, PHD, and CMS.
The position directly supervises two financial staff in the CMS State office.
How does it get done?
1. Financial oversight using SHARE financial for the tracking and monitoring of budgets, verifying expenditures per grant period, assuring accurate account codes and fiscal year federal spend down. 2. Contract development and tracking.
3. Supervision of financial staff.
4. Microsoft Office, especially Office and Excel (and using pivot tables) is used extensively along with SHARE reporting in gathering data from programs for reports. As CMS is a large complex program, the duties required by this position are continual, time-sensitive, and contribute significantly to the overall fiscal and budgetary compliance of the program and the Family Health Bureau.
5. Work with internal and external partners to maintain fiscal solvency of the program.

Minimum Qualification
A Bachelor's Degree in any field of study from an accredited college or university and four (4) years of professional level experience operating within limited parameters and guidelines directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience. A hiring agency will designate a portion of the required experience to include supervisory and/or specialized experience. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.
