Minimum Qualifications Permanent Transfer Candidates: Current NYS employee with one year of permanent or contingent permanent competitive serviceas a Hospital Nursing Services Consultant, G22, or CommunityNursing Services Consultant Home Health Services, G22 andeligible for transfer under Section 70.1 of the Civil Service Law OR Current NYS employee with one year of permanent or contingent permanent competitive service in a title G20 or higher and meeting the open competitve minimum qualifications listed below.
Open Competitive Minimum Qualifications: Currently licensed and registered as a professional nurse in NYS; AND a minimum of Three years of post-licensure health care, public health, community health, or other nursing experience in an appropriate facility setting.
Preferred Qualifications: Medicaid experience including an understanding of the eMedNY system; experience working with medical claims/prior approvals; policy development/implementation; excellent communication, writing and organizational skills; ability to function independently and deal with multiple tasks and priorities.
Duties Description Health Care Surveyor 3 (Nursing), grade 22, will be assigned to the Medical Prior Approval Unit, responsible for review of prior authorization and prior approval of nursing services, durable medical equipment, prosthetics, orthotics, medical supplies, hearing aids and out of state in patient placement (hospital and skilled nursing facilities). This position will perform clinical reviews; process prior approval requests; adjudicate complex medical claims; review, monitor, and evaluate clinical review staff performance of medical claims and/or prior approvals; assist in developing medical review policies and procedures; assist in the preparation of written reports; provide oral and written communication and technical assistance to providers and other staff; serve as liaison and medical expert representing the Bureau; act as a medical resource to the Bureau; provide training and technical assistance to Bureau staff and assist with other projects and duties as assigned.
