The North Carolina Wildlife Resources Commission is seeking applicants for a Wildlife Law Enforcement Supervisor I (working title: "Wildlife Law Enforcement Sergeant- District 5, Area 2) for our Law Enforcement Division. The NC Wildlife Resources Commission Mission Statement is to conserve North Carolina's wildlife resources and their habitats and provide programs and opportunities that allow hunters, anglers, boater s and other outdoor enthusiasts to enjoy wildlife-associated recreation. The Commission is the regulatory agency responsible for the enforcement of N.C. fishing, hunting, trapping and boating laws.
The NC Wildlife Resources Commission Law Enforcement Division employs over 200 Wildlife Officers who patrol fields, forests, and inland waters at all hours, in all 100 North Carolina counties. These officers ensure public compliance with fishing, wildlife and boating laws and regulations and enforces the conservation of wildlife resources and provides public safety through both proactive law enforcement and the instruction of quality education.
The Sergeant in the Wildlife Enforcement Division supervises wildlife enforcement operations in two to four counties within a given district. Supervisors at this level are area leaders, supervising and evaluating the work efforts of three to six enforcement officers, administering the performance management program. Wildlife Law Enforcement officials enforce North Carolina's game, fishing and boating laws as prescribed by the NC General Statutes, the NC Administrative Code, local regulations, and the US Code of Federal Regulations, and support the agency's goal to conserve species and educate the public. Position performs administrative duties to include reviewing all officers' written reports and documents, monitoring budgets, and coaching subordinate Officers to improve performance. The Sergeant reviews and approves work schedules and performs enforcement activities to ensure sufficient enforcement coverage of the district by air, land, and water enforcement operations. This position will initiate discipline actions we needed and will participate in the promotions process, including evaluations used in the process. The Sergeant disseminates information about policies and procedures through periodic area meetings.
Other duties include researching and interpreting laws and regulations concerning game, fish and boating laws as requested by subordinates and the general public and will evaluate and suggest improvements to the application of laws and regulations. The Sergeant conduct background investigations in the selection of applicants for enforcement recruit school and will recommend and conduct background investigations in the selection process of Wildlife Resources Commission License Agents. Sergeant will supervise court appearances in patrol area and evaluate officer's performance at court appearances and maintains communication with district attorneys, judges, and local officials. Supervise and participate in search and rescue operations for victims of boating accidents and lost hunters and anglers as requested by local law enforcement. Supervise and evaluate the field training of new officer trainees; recommend removal from or extension of probationary period. Investigates public complaints. Routinely patrols with officers; evaluates their performance and evaluates laws and regulations. Ensure compliance with the Fair Labor Standards Act (FLSA) within the patrol area. Submits all required reports. Updates and maintains all reference documents such as Policy Manuals, North Carolina Administrative Code (NCAC), General Statutes, local law, Registered Land Parcels, training documents, etc. Ensures all equipment in area is maintained in a safe, serviceable, and presentable condition. Ensures equipment is operated within budget guidelines.
LE Program Management
Schedules work and monitors work quantity and quality in support of program goals and needs. Manages programs to enforce established laws - NC General Statutes which also reference federal laws, NC Administrative Code, and local laws - policies and procedures.
Human Resources Management
Develops, counsels, disciplines and evaluates performance of employees. Administers and ensures compliance with human resources policies and procedures from divisional, agency and state sources. Observes and assess work, performance, and competencies; provides feedback on assessment and career development.
Communication
Communicates to individuals and groups, internal and external to the agency. Conveys concepts and issues clearly and uses effective listening skills to encourage input and feedback from others. Uses appropriate interactive skills and methods to gain results.
The Wildlife Law Enforcement Supervisor I (Sergeant) will ensure that all policies are strictly adhered to and will attend all required training and schedules all officers within his/her command to attend all required training. This position will also schedule and give civic programs to promote the agency and its objectives. Other duties may be assigned.
This is a Home-Based position, and individual hired into this position will be required to live within District 5, Area 2 (Granville, Durham, and Person counties) unless an exception can be made by the Law Enforcement Division Chief. This position will work a rotating shift schedule during the week (Sunday thru Saturday), with two days off per week, and is subject to call 24 hours a day, 7 days a week. Position will work a minimum of 160 hours per 28-day period. This position performs his/her duties during both day and night hours and in all kinds of weather. This position requires occasional travel and overnight stays.
The workstation for this position is in the employee's home-based office using an agency-provided computer. The employee in this position is expected to provide home office space compliant with WRC and State polices.
