Ensure efficient and effective implementation of the goals of DHEC programs related to the Environmental Protection Agency (EPA) Clean Water Act including implementation of the 401 Water Quality Certification program in accordance with Regulation 61-101, Water Quality Certification; the Construction in Navigable Waters Program in accordance with Regulation 19-450, Permits for Construction in Navigable Waters; the development of Total Maximum Daily Loads (TMDLs) for impaired waters and models to determine waste load allocations for National Pollutant Discharge Elimination System (NPDES) permitted sources; the development of the 303(d) List of Impaired Waters; and management of the statewide Nonpoint Source Management Program under the Section 319 Grant program.
Job duties: - Supervise, guide, and evaluate programs and staff of the Water Quality Division. Coordinate Division activities internally and externally. Ensure effectiveness and efficiency of Division operations. Evaluate staff performance and ensure work habits comply with agency policy and standards.
- Supervise the management of programs critical to the Division to ensure commitments are met within prescribed timeframes and are performed in accordance with state and federal law and other requirements.
- Ensure coordination of Division activities with other DHEC management units, with other State agencies as appropriate, with Federal agencies, and the public. Set priorities for staff and provide direction and guidance, monitors progress and reviews and evaluates staff outputs.
- Provide oral and written reports, as needed. Communicate with state and federal agencies, the DHEC Board, upper management, and others, as needed. Participate in meetings, conferences, committees, or task forces. Act as chairperson, when needed.

This position is part of the South Carolina Department of Environmental Control’s Bureau of Water. The work performed supports DHEC’s mission to improve the quality of life for all South Carolinians by protecting and promoting the health of the public and the environment. Effective July 1, 2024, this position will transfer to the South Carolina Department of Environmental Services created by Senate Bill 399 which provides for the creation of the Department of Environmental Services to assume the environmental-related functions of DHEC.
