Overview
The Agency of Transportation (AOT) is seeking a Data Analyst to join the agency's Performance Team within the division of Finance and Administration. The Performance Section is comprised of Data Analysts and Continuous Improvement Program Managers who work collaboratively, providing services across the agency, with a goal of fostering innovation and continuous improvement and developing an organizational culture that values data and promotes stakeholder use.
This position supports the Vermont Agency of Transportation (AOT) in planning, coordination, and development at a professional level involving program evaluation, data analysis, and spatial analysis of AOT data. The role encourages and supports the sharing of data to improve both service delivery and business process efficiency.
As a Data Analyst, you will be responsible for both independently and collaboratively developing data visualizations and technical solutions of varying complexity and size. Project management and facilitation skills will be helpful in leading AOT colleagues through exercises and discussions to understand and document solution requirements, review of data visualizations, and identify Key Performance Indicators and Performance Measures. Once requirements are documented, technical skills are needed to be successful in the remaining phases of the data visualization lifecycle from data acquisition to data modeling.
In addition, this position will be responsible for supporting the recently upgraded Agency Performance System, a portal that displays data visualizations that track progress toward specific strategic objectives and Key Performance Indicators for AOT Divisions and their Bureaus and Sections. This responsibility includes developing Power BI dashboards, various communication tasks, monitoring and updating a newly developed SharePoint site with embedded dashboards, and serving as a resource and subject matter expert on performance measure development. This position will also lead the Section's effort in managing a maintenance program for the growing portfolio of Power BI dashboards and technical solutions. This responsibility includes management of a SharePoint list that drives the maintenance process.
AOT supports telework when appropriate and this position is eligible for a hybrid schedule, with some work performed from remotely home if the candidate so desires, and some work performed in our offices at Barre City Place or the VTrans Technical Training Center (VTTC) in Berlin.
Our ideal candidate is positive and enthusiastic, self-motivated, resilient, able to work under pressure to meet deadlines, is very customer service oriented, and has excellent verbal and written communication skills. He/she/they bring technical proficiency in the use of Microsoft Power Platform applications including Excel, Power BI, Power Automate, Power Apps etc. and experience with Power Query. In addition, they will possess considerable knowledge of data visualization methodology and tools. It is desirable (though not required) for candidates to have some exposure to and/or general knowledge of ArcGIS and project management software such as Microsoft Planner.

Minimum Qualifications
Bachelor’s degree or higher in engineering, statistics, data science, geographic information systems, computer science, or closely related field AND two (2) or more years of work experience including one (1) or more of the following areas: statistical analysis, data science, data analysis, geospatial analysis, quality management, project/program management, program, or policy development.
OR
Associate degree in engineering, statistics, data science, geographic information systems, computer science, or closely related field AND four (4) or more years of work experience including one (1) or more of the following areas: statistical analysis, policy analysis, data science, data analysis, geospatial analysis, quality management, project/program management, program, or policy development.
OR
High school diploma or equivalent and six (6) or more years of work experience including one (1) or more of the following areas: statistical analysis, policy analysis, data science, data analysis, geospatial analysis, quality management, project/program management, program, or policy development.
