Job Title: Family to Family Program Manager (WMS02)
Location: Spokane, WA / Hybrid / This position supports Region 1 (Region Map)/ Some travel may be required from time to time, including nation-wide.

Salary: $80,006 - $102,540 Annually

We're looking for a Program Manager who has strong command of management principles, advanced knowledge of and demonstrated leadership in child welfare program management, implementation, and evaluation. This manager must also possess excellent communication and community relations skills.

The Opportunity:
The incumbent will serve as the Department's representative in completing special projects such as legislative testimony, be the identified subject matter expert witness, working with community partners to meet the complex needs of our shared clients, representing Region 1’s Family to Family Program and coordinate participation for regional representation on statewide workgroups. This position reports directly to the Regional Programs Area Administrator and provides direct management to seven regional program consultants. The incumbent also fills in for other field office Program Supervisors in their absence. This may include the authority to take action, assign work, and monitor quality and timely completion of assignments.

This position provides remote supervision to program consultants across the region and directly supervises, leads, coordinates, and facilitates the implementation and oversight of the Family to Family (FTDM) program in Region 1. This position assists managers and staff in interpreting agency and program policies and procedures. This position is responsible for local and regional outcomes reports for regional management and headquarters.

Some of what you will get to do:
  • Implementation of the shared decision-making programs specifically focused on family engagement utilizing the Family to Family premise including self-evaluation, support of resource families (relative, kin and foster), building community partnerships and family decision making meetings.
  • Recruit, interview and provide hiring recommendations of new staff to RA.
  • Provide direct supervision to Family to Family Program Consultants (SHPC4). Monitor and review work product.
  • Develop and implement regional practices to support team and staff in shared decision making and shared planning meeting program.
  • Mentor/coach direct reports as well as other staff in human centered practice and development of cultural awareness and humility in all interactions.
  • Conduct monthly unit meetings and training updates as needed for program improvement in accordance with systemic developments.
  • Responsible reviewing data and practice trends for program improvement purposes.
  • Analyze practice trends in meetings and collaborate to identify ways to support practice improvement based on agency values and cultural awareness.
  • Provide consultation to regional managements, program consultants, local office supervisors and staff to ensure consistent regional implementation of program, including capacity building and sustainability.
Required Qualifications:
  • A Bachelor's Degree in Social Services, Public Administration, Social Work, or other closely related field AND Five years of management experience in Child Welfare, Social Services, Mental Health, or Education.
The incumbent must also have the following skills and abilites:
  • Complete understanding of state and federal laws and policies related to social and health programs.
  • Principles and practices of program assessment, planning, public administration and personnel management. Knowledge of social problems.
  • Fully understand the principles of program management/consultation and have a comprehensive understanding of the regional support programs identified above.
  • Must understand the dynamics of organizational change and to be able to articulate this to others in a strength based, positive outcomes manner.
  • Problem solving skills needed to address obstacles to effective program implementation to meet agency goals and objectives.
  • Effective manager of professional staff and have an understanding of personnel policies and procedures.
  • Thoroughly understand the agency's case management and information systems.
In addition to those required qualifications, our ideal applicant will also have some or all of the following:
  • Conduct tactical and long-range planning for service programs.
  • Ability to exercise independent judgement in devising own work methods; Advanced supervisory and managerial skills.
  • Mastery of community organization and leadership skills including public speaking, mediation, negotiation and planning.
  • Ability to evaluate, compile, and organize data into reports and proficient in the interpretation and evaluation of reports produced by others.
  • Provide training and mentoring to staff; Superior ability to manage conflict; Work effectively with program staff, headquarters staff, local community partners, Tribal partners, and providers.
