The Payroll Benefits Specialist (FA3) aids DOH employees by executing professional benefits tasks in accordance with DOH, DRS, HCA, State HR/OFM, CBA, and Federal payroll and benefits policies and regulations. Responsibilities include analyzing, validating, and processing diverse employee benefits forms and actions, conducting thorough reviews of benefits transactions through HRMS and other applications, and delivering consultation, education and customer support to address benefits queries from DOH personnel across all levels.
The duty station for this full-time permanent, Fiscal Analyst 3 (FA3) classified position is in Tumwater, WA. A combination of telework and in-office work is currently expected. It is anticipated that the incumbent would be expected at their duty station for work activities 6-8 days monthly.

Required Qualifications
Experience defined below may have been gained through paid or unpaid activities. Please ensure any relevant experience defined below is outlined in your cover letter, resume, and/or applicant profile.
Option 1: One (1) year as a Fiscal Analyst 2 in payroll or employee benefits.
Option 2: Three (3) years of experience processing payroll and/or employee benefits that include all the following:
- Resolving and responding to payroll customer inquiries/issues
- Coordination of resolutions with other fiscal processes and systems.
AND
- Microsoft Excel – the ability to develop and manipulate complex spreadsheets with multiple math functions, advanced filters, and links to external sources of information. Create custom toolbars and chart types, pivot tables, import data from other sources, filter lists, and use data analysis tools.
- Microsoft Word – the ability to create, format, and edit tables, charts and graphs; insert and format sections, create headers and footers, and work with pictures and draw objects.
Desired Qualifications
- Use of state or government payroll systems such as Human Resource Management System (HRMS), PAY1, and Agency Financial Reporting System (AFRS) to manage data.
- Explaining technical information regarding payroll and employee benefits rules, rights, regulations, policies, procedures, programs, and services.
- Using and working with Health Care Authority (HCA), Department of Retirement Systems (DRS), and Office of Financial Management (OFM) etc.
- Experience in the application of Generally Accepted Accounting Principles (GAAP) Administrative policies and procedures as they relate to employee benefits and payroll.
- Twelve (12) or more semester hours, or eighteen (18) or more quarter hours of college-level accounting or auditing coursework.
- Three (3) or more years of customer service or technical service
