The Employee Resources Division (ERD) is seeking a skilled consultant for its Organizational Learning & Development unit. This role involves planning, developing, and implementing training for HCA employees, including curriculum development, instructional design, eLearning, and project management. The position is crucial for fostering a positive agency culture, enhancing leadership skills, and supporting employee growth and development. This job offers telework flexibility with required monthly on-site presence and is based in the State of Washington.

All HCA employees will apply an equity lens to their work, which may include but is not limited to all analyses of core business and processes.

About the division:
The Employee Resources Division (ERD) is a part of The Health Care Authority’s Central Services Administration. ERD is a strategic business partner, actively contributing to HCA’s excellence through professional expertise, guidance and human resource solutions. ERD supports the agency and its workforce for all related employment and staffing functions, including position management, recruitment, training and development, performance and risk management, diversity, equity, inclusion and belonging efforts, and organizational development.

About the position:
The Human Resources section provides managers and supervisors with the knowledge and resources needed to manage the workforce effectively, including training, development, and leadership opportunities. The Organizational Learning & Development unit within this section is responsible for agency-wide training required by law, impacting the agency's culture, and enhancing leadership skills. This unit plans, develops, and implements learning and leadership programs for approximately 1800 employees. The consultant position involves curriculum development, instructional design, eLearning development, project management, and providing training and consultation for the HCA Learning Center.

This position is eligible to telework but is required to report on-site monthly to meet business need. The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.

Duties



Some of what you will do:


  • Delivers trainings, presentations, workshops, hip pocket trainings, and lunch & learns.
  • Creates learning objectives, lesson plans, student workbooks, and other training content that mitigates organizational risk while meeting business needs.
  • Incorporates tenets of equity and inclusion into trainings to promote diversity, equity, and inclusion within the workplace.
  • Assesses existing content to identify and mitigate bias and evaluate effectiveness.
  • Serves as senior-level consultant advising staff and management on training, coaching, and consultation needs.
  • Develops training materials such as job aids, instructional videos, and training modules to address complex and evolving business needs.
  • Assesses published eLearnings for the need to renew with current business needs, agency policies and procedures, and current WACs and RCWs.
  • Analyzes, evaluates, and presents recommendations regarding multidimensional HCA training gaps and implements solutions.
  • Collaborates with SMEs to update program division eLearnings while navigating multiple stakeholders with competing or conflicting interests.
  • Evaluates accessibility of eLearnings and ensures design is reflective of the agency’s diverse learners and per sections 504 and 508 of the Rehabilitation Act of 1973 and subsequent amendments.
  • Partners with Department of Enterprise Services (DES) and HCA stakeholders to implement the use of the enterprise LMS (TLC) within the agency.
  • Develops LMS training materials for distribution agency-wide.
  • Ensures timely entry of all LMS-related actions for the agency.

Qualifications



Required Qualifications


  • Demonstrated successful experience with developing and facilitating trainings
  • Demonstrated knowledge and proficiency with:
    • MS Word
    • MS PowerPoint
    • MS Outlook or similar product
  • Demonstrated effective communication skills and the ability to present material to staff

Preferred Qualifications
  • Familiarity with eLearning development using Articulate Storyline or Rise, Adobe Captivate or other eLearning software
  • Proficient in the Microsoft Office Suite of products
  • A Bachelor's degree with a focus on business, human resources, social or organizational behavioral sciences, or a related field
  • Three years of broad-based professional human resource experience, including facilitating organizational development or change and advising and consulting on human resource issues or equivalent education/experience
  • Experience with workforce education and training
  • Knowledge of adult learning theory and teaching best practices APTD/CPTD certification
  • Experience with learning management system (LMS) administration
