CORRECTIONS SPECIALIST 3 - Substance Use Disorder Professional and Continuity of Care Lead

The Department of Corrections (DOC) is seeking a highly motivated and qualified individual to take on the dynamic role of a Corrections Specialist 3 - Substance Use Disorder Professional and Continuity of Care Lead within the Health Services Division. This position is located at the Monroe Correctional Complex (MCC) just northeast of the Seattle area in Washington. Monday-Friday shift 07:00-15:30.

Reporting directly to the Substance Abuse Recovery Unit (SARU) GRE Supervisor, this position provides a lead role in the development, implementation, provision of services that impact participation in the Graduated Reentry Program. This position provides oversight to statewide clinicians providing assessments and other services to individuals identified by the SARU clinical team. The position supports the Department’s mission to improve public safety by enhancing successful reentry via providing leadership for optimum delivery of substance abuse services.

  • Coordinates and provides oversight to MCC, CCCC, SCCC and aid in statewide Substance Use Disorder Professionals and trainees (SUDP/SUDPT) conducting Graduated Reentry (GRE) substance use disorder assessments, treatment services and continuity of care appointments.
    • Ensures assessments and other addiction treatment components are delivered in accordance WAC 246-341.
    • Conducts weekly program consultation with DOC staff.
    • Applies assurance oversight measures to the clinical work SUDP/T’s.
    • Assists other SARU clinical programs in various facilities where needed.
    • Provides staff education regarding policies and procedures for clinical programs and in accordance with applicable RCW’s and WAC’s.
    • Participates in employment decisions, evaluations, training and supervision plans accourding to WA DOC policies for the assigned program.
    • Provide Eastern Washington lead clinical oversight ensuring assessments and other services are delivered in accordance with measurable performance standards.
    • Provides oversight to ensure continuity of care appointments in the community are available across the state and documents gaps in the service system.
  • Provides guidance to statewide SARU and contract SUD staff regarding policy and statutory requirements ensuring services are delivered accordingly. Follows the Department's Substance Abuse Program within guidelines and policy ensuring operations according to contract specifications.
    • Review files to ensure adherence to service delivery and clinical record keeping within established quality assurance standards.
    • Review clinical records within standards determined by the SARU Clinical Supervisor and memoralized in expedtations.
    • Ensure clinical protocols for graduated reentry services are delivered within established guidelines and protocols.
    • Ensures compliance with on-going analysis and use of the quality assurance system as defined by the SARU Administrator.
    • Responsible for data collection and reporting as required.
    • Participates in multi-disciplinary treatment planning, case reviews and conferences.
    • Responsive to the Incarcerated Individuals Grievance Program and complaints related to substance abuse program and staff in collaboration with the SARU Clinical Supervisor.
  • Manages the day to day operations of professional staff delivering services in DOC facilities.
    • Facilitate and/attend daily, weekly or monthly facility management meetings as required and requested by SARU Administration.
    • Participates in and provide training and education to clinical staff.
    • Remains current in the knowledge of effective treatment methods.
    • Ensures the effective use of all statewide program resources.
    • Ensures there is assigned program space and it is maintained in presentable manner.
    • Oversees collection of program data and accurate reporting.
    • Demonstrates respect for supervisors, subordinates, WA DOC personnel and incarcerated individuals.
    • Complies with all WA DOC rules, regulations and procedures as applicable.
  • Other duties as assigned.
Required Qualifications:
  • Associates Degree with a Social Service or Criminal Justice focus from an accredited college whose accreditation is recognized by the US Department of Education or the Council for Higher Education Accreditation (CHEA), or a foreign equivalent.
  • State Certification as a Substance Use Disorder Professional or Trainee
  • Experience and understanding of evidence-based treatment delivery practices.
  • Must have a working knowledge of Microsoft Word, Excel, and Outlook.
  • Ability to work independently and within a team while exercising good judgement and promoting positive working relationships with incarcerated individuals, staff, and stakeholders.
  • Note: Must obtain Substance Use Disorder Professional licensure within Department of Health required timelines
Desired Qualifications:
  • A Bachelor’s degree or higher from an accredited institution whose accreditation is recognized by the U.S. Department of Education or the Council for Higher Education Accreditation or a foreign Equivalent.
  • Professional experience using OMNI/SharePoint or other offender tracking systems.
  • Experience within DOC environment.
  • Two years of supervisory experience in the Substance Use Disorder field.
  • Meet all requirements as an Approved Supervisor of Substance Use Disorder Professionals.

  • Salary is based on experience and is determined at the time a final offer of employment is made. The salary range listed in the job posting includes Steps A-M. Step M is a longevity step and is typically gained six years after being assigned to Step L in your permanent salary range.
