ESA Investigations Administrator

Step up and into the fast-paced role as an Investigations Administrator supporting  Economic Services Administration within the Department of Social and Health Services. You'll use your Human Resource knowledge related to investigations to provide statewide strategic direction for conducting employee misconduct investigations, investigation policy and practices, and data and reporting. You'll report to the Operations and Staff Services Administrator and function in partnership with other senior-level executives in influencing fair, timely, and thorough investigations with results that have a long term impact in benefiting our Employees and the culture we foster.

You'll measure your success by your ability to build processes and procedures to create consistency and continuity in conducting investigations, evaluating risk, developing appropriate strategies, establishing transparent communication of practices, consultation, and leadership for investigations. You'll demonstrate your skill and ability by applying constant application of independent judgment, excellent communication, writing, and advanced ability to drive creative solutions.

Some of what you will do
 
  • As a subject matter expert, provide risk management consultation to support ESA's executive leadership Team in areas of ESA's internal and external investigation responsibilities.
  • Conduct reporting, risk management analysis, and assessment to ensure staff compliance with Department policies and procedures, Federal and State laws and regulations, employee adherence to DSHS Administrative and IT policies, Revised Code of Washington Statutes and Washington Administrative Codes.
  • Work collaboratively as a liaison with DSHS Human Resources Division, ESA's Assistant Secretary's Office and ESA's Risk Manager, State Auditor's office, Washington State Patrol, and the Attorney General's office.
  • Coordinate and provide guidance on response and mediation of external agency complaints, Equal Opportunity Commission (EEOC), Human Rights Commission (HRC), Office of Civil Rights (OCR).
  • Provide leadership, training and coaching on conducting employee misconduct investigations and implementing strategies that mitigate risk.
  • Direct and implement methods and revised techniques for investigations. Serve as management advisor and technical consultant to maintain the EIMS system.
  • Respond to all public records request, discovery requests and subpoenas required by state and federal law.
 
What we're looking for
 
  • Bachelor's degree in public administration or a related field and 5 years of experience providing consultation regarding investigation administration and/or conducting high profile employee misconduct investigations. A Master's degree can substitute for two years of experience.
  • Knowledge of federal and state laws and regulations governing human resources employee investigations and administration, related Washington Administrative Code, Labor Relations and Collective Bargaining Agreements.
  • Demonstrate a high degree of understanding of the impacts and risks to the agency and incorporate into consultation, exercise influence, protective intervention and facilitate organizational responses to complex HR issues.
  • Excellent oral and written communication skills. Ability to clearly organize information and effectively communicate complex issues to a broad range of audiences. Strong customer services and interpersonal skills.
  • Ability to interpret and implement broad policy to develop and implement programs.
  • Knowledge of federal and state public disclosure, privacy and confidentiality laws.
  • Experience working collaboratively with a broad spectrum of stakeholders.
  • Strong decision-making skills and ability to make recommendations to senior managers. Tactical and strategic planning skills.
