The Financial Services program within the Department of Ecology is looking to fill a Ecology Grants and Loans Business Analyst (Management Analyst 3) position. This position is located in our Headquarters Building in Lacey, WA

Ecology's Fiscal team members are highly sought after for their marketable skills due to having one of the State of Washington's most complex financial systems. Employee skills are utilized through knowledge of applicable state and federal laws, policies, and rules to maintain the integrity of financial data and provide direct services to staff. Ecology managers, the Governor, State Auditor, Office of Financial Management, and the Legislature can confidently use Ecology's financial information to make crucial decisions affecting the environment.

The  Ecology Grants and Loans Business Analyst position provides consultation to a diverse workgroup of cross-program staff on projects and efforts to efficiently and consistently develop and implement agency policies, procedures, communications, and forms for agency grant and loan programs. This position collaborates with the Grants and Loans Business Lead to develop long-range strategic planning, and develop and track agency grant and loan performance measures.

The mission of the Financial Services Division is to manage toward Ecology's long-term financial health in support of Ecology's mission.  The Fiscal Office's vision is that our employees and customers have the knowledge and tools to meet their needs and the agency needs, producing zero audit findings.
 
Some of the key work activities performed by the Ecology Grants and Loans Business Analyst position include:
 
 
  • Participates in the agency wide Ecology Grant Group (EGG), which exists to establish a formal and authorizing environment to support Ecology grants and loans, the EAGL (Ecology Administration of Grants & Loans) system, steering committee, and the EAGL Business Team.
  • In partnership with Ecology Grant and Loan Business Lead and EAGL IT System Administrator, develops and delivers communications regarding EAGL system changes and enhancements. Provides summary of EAGL incidents (reported, resolved, and outstanding) to EGG. Works closely with Ecology Grant and Loan Business Lead and EAGL IT System Administrator to troubleshoot, test, and resolve system issues as they occur.
  • Analyzes changes related to moving the EAGL database to the cloud and subsequent system enhancements.
  • Collaborates with subject matter experts and project team members to develop communications and training materials.
  • Leads new grant/loan application design meetings with environmental program staff to assure that business and operational requirements are being met. Once developed, conducts new application testing.
  • Investigates and recommends solutions to improve grant and loan experience for Ecology and our customers.
  • Provides phone and online direction and guidance for internal and external users' questions, assigns roles in the EAGL system, and assists in user registration. Analyzes and resolves system issues.
  • In collaboration with or on behalf of Ecology Grant and Loan Business Lead:
    • Prepares, reviews and/or distributes formal correspondence, reports, meeting notices, and other documents.
    • Creates new tools and procedures that improve the customer service experience of agency staff seeking grant/loan information and guidance from the Fiscal Office.
    • Establishes partnerships and communication strategies to improve information sharing with agency staff.
    • Uses customer feedback to develop communication, information, and tools to self-service their needs.
  • In collaboration with Fiscal Manager, Human Resource Training staff, and/or Ecology Grant and Loan Business Lead, develops and updates EAGL, grants and loans training materials, forms, and checklists. Uses agency technology to develop short training videos to meet the needs of external and internal EAGL users.
  • Uses agency standard software and applications and performs complex operations to create and maintain agency documents and forms for internal and external use.

Required Qualifications:
  
Bachelor's degree in business administration, public administration, health administration, law, environmental law, finance, economics, statistics, environmental management, environmental or public policy, or a related field.

AND

Three (3) years of experience conducting multidimensional research and analysis, formulating recommendations, and coordinating implementation and ongoing evaluation of programs and strategic and long-range planning activities.

OR

Master's degree in one of the fields listed above.

AND 

Two (2) years of experience conducting multidimensional research and analysis, formulating recommendations, and coordinating implementation and ongoing evaluation of programs and strategic and long-range planning activities.

OR

Equivalent experience may substitute year for year for education.


 
Desired Qualifications:
 
  • Two years of aggregate experience in any combination of the following areas:
    • Working with automated systems that include users from business and financial areas, and in coordination with information technology staff.
    • Working on a team that either developed requirements, or developed or implemented an automated system.
  • Demonstrated ability to communicate effectively, work collaboratively with, and present complex financial material, to all levels of managers and staff.
  • SharePoint experience to include uploading/downloading documents, creating document libraries and lists, and managing user permissions in lists, libraries and sites.
  • Demonstrated skills and ability to analyze an existing process, identify areas that need improvement, and develop new steps that will improve the efficiency and effectiveness of the process, i.e., "LEAN."
  • Demonstrated knowledge of state and federal contracting and procurement laws, policies, and procedures.
  • Demonstrated knowledge of state accounting systems, state laws, policies, and procedures regarding fiscal and administrative issues, and federal laws impacting financial activities.
  • Ability to negotiate with and influence both internal and external customers and entities by using negotiation skills and/or effective oral and written communication skills, while maintaining a recognized level of trust, respect, and confidentiality.
