This position is currently eligible to telework. This position is expected to work in the office up to 3 days a week, there is some flexibility with this requirement.

Your opportunity at a glance

The WSLCB Director’s Office is announcing an exciting opportunity for a Research Analyst (Management Analyst 5) position in Olympia, WA. This position reports to the Research Program Manager. 

In this position, you will support the agency’s mission by serving as a management analyst, supporting research projects for all divisions in the agency. You will provide expert level analyses to management, staff and both internal and external customers regarding highly complex, multidimensional issues impacting agency/institution-wide programs and policies. You will collaborate within and outside the agency to determine data sources, gathering and cleaning data, creating, and managing complex datasets, conducting quantitative and qualitative statistical analyses, and interpreting results. In addition, you will be involved in documenting research procedures, drafting written reports on research methodology/statistical analyses (e.g., for peer-reviewed manuscripts, white papers/briefs), and providing results for both technical and non-technical audiences.

Some of the duties you will perform are:
 
  • Assist in the design, development, and implementation of data collection for research studies, policy outcomes, and other deliverables. 
  • Develop recommendations to support master data management strategy across agency. 
  • Build and maintain relationships with analysts across LCB divisions to understand integrity of data sources and ensure data is stored in usable format for future use.
  • Participate and lead multi-disciplinary project development team using process improvement strategies and including working with agency/institution IT staff to determine future system, equipment, software, policies, procedures, and staffing requirements. 
  • Determine available data sources both within and outside the agency and communicates to management both the strengths and limitations of those sources. 
  • Develop recommendations for conducting and supporting sophisticated research methodologies. 
  • Provide expert advice and consultation to executive management, internal departments and outside organizations with varying issues, diverse and conflicting interests.
  • Conduct basic (e.g., descriptives, t-tests, ANOVAS, regression) and advanced statistical analyses (e.g., multi-level modeling, longitudinal growth modeling).
  • Conduct qualitative analyses from focus groups and stakeholder engagement sessions.
  • Work in various data software packages to conduct analyses, particularly Excel, Power BI, and SAS.
  • Create and update data visualizations as needed; lead initiatives for increasing data visibility on website.
  • Serve as a consultant to executive management on best analytic approaches to use for legislative directives, tracking policies and procedures, and original research initiatives. 
  • Perform data cleaning tasks, such as data organization and management, data transformation, monitoring data quality, developing documentation, applying statistical and/or data science methods.
  • Analyze data and employ models and other software to develop research program information which can be used to help drive decision making.
  • Perform proactive analysis and/or providing solutions having statewide or precedent setting impact.
  • Analyze policies, laws, rules, or regulations. Collect, organize, and evaluate project-related data. Clean and analyze large data sets.
  • Collaborate with Research Scientists within LCB and partnering organizations to compare and evaluate the impact of policies and programs based on available data.
  • Write reports, develop charts, graphs, and other visuals to present findings to agency executives and staff, legislators, and other audiences.
  • Conduct presentations related to data and statistical analyses that were completed.
  • Assist LCB in the establishment of data use agreements and policies and procedures for the release of data to the public.
  • Participate in interagency working groups to coordinate data analysis and collection on related metrics and data monitoring activities.

Required Qualifications:

Experience for required qualifications can be gained through various combinations of formal professional employment and educational experience. See below for how you may qualify.

 

Option 1:
     

Bachelor’s degree in statistics, science, mathematics, social science, business administration, public administration, law, public health, health administration, or a related field. AND 

 

At least five (5) years of demonstrated professional experience conducting research, analyzing data/policies/rules/regulations, and reporting results of research.

 

Two years of the above should include experience and/or coursework in the following areas: 

 

  • Managing and cleaning datasets for subsequent analyses.
  • Conducting data analyses using quantitative statistical methods (e.g., multiple regression) for research studies and/or program evaluation. 
  • Conducting research, providing analysis, and developing reports.

 

Please NoteA PhD degree in above mentioned fields will substitute for 3 years of required professional experience as listed above and a Master’s degree will substitute for 2 years of experience. 

 

Option 2:
     

Associate’s degree in statistics, science, mathematics, social science, business administration, public administration, law, public health, health administration, or a related field. AND 

 

At least seven (7) years of demonstrated professional experience as listed above.

 

Option 3:
     

At least nine (9) years of demonstrated professional experience as listed above.


 

Preferred/Desired Qualifications:

  • Recent work experience or graduate-level training in statistics, data dashboards, meta-analysis, cost-benefit analysis, econometrics, or program evaluation.
  • Working knowledge of SAS and Power BI.
  • Work experience in a government setting.
  • Previous publications in peer-reviewed literature where data analysis was primary responsibility.
  • Knowledge or interest in the alcohol, cannabis, tobacco, and vapor product regulatory environment.
