This position is responsible for providing guidance on HR matters for administrators, supervisors, and employees. Provides HR Consultative services to support approximately 300 WYDOT employees with minimal supervision. HR services are provided at a significant autonomous level in areas of position management, recruitment, compensation, organizational development, and employee relations issues.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.
Works with and counsels all levels of management and employees to ensure that they are following all appropriate rules and regulations pertaining to all HR actions.
Addresses questions, make decisions, and informs the appropriate individuals of those decisions to ensure compliance with all State and Federal rules and regulations impacting employment processes, such as Family Medical Leave Act; Americans with Disabilities Act; Fair Labor Standards Act; Equal Employment Opportunity; Civil Rights Act; Employment Eligibility Verification (I-9 Compliance/E-Verify); Worker’s Compensation; Unemployment Compensation; Uniformed Services Employment and Reemployment Rights Act of 1994, Telework Wyoming, Drug & Alcohol Policy, and Stop Work Authority.
- Establishes and implements protocols necessary to ensure that work is done in compliance with employment law, both State and Federal for all HR processes pertaining to the lifecycle of an employee from recruitment, onboarding, active benefits, and performance management through retirement.
- Provides guidance and direction, recommends and implements changes, and establishes forms/procedures to enhance workflow. Ensures all levels of management are following established procedures and works with them to resolve concerns and issues. Works directly with all levels of leadership to ensure efficiencies and compliance.
- Coordinates and disseminates information relating to the employment process to all agency staff including - Executive Staff; Program Managers; Supervisors; District Sr. HR Associates; and staff. Dissemination includes conducting formal training, one-on-one calls, personal visits, etc.
- Directs District Sr. HR Associates in the proper application of HR-related rules and regulations, processes, and procedures.
- Addresses questions concerning, rules and regulations as they apply to benefits and payroll in a manner that provides education and counseling to others throughout the agency. Works directly with HR representatives from A&I HRD / EGI / WRS to ensure accuracy of employee information and compliance with rules, regulations, and deadlines.
- Serves as primary contact to employees during Open Enrollment and for Qualifying Events:
- Answers questions about personal deductions.
- Provides explanation and resources regarding benefit plan options.
- Assists employees in determining waiting periods for eligibility to enroll in Dental, VSP; Disperses and tracks incoming enrollment forms, checking for accuracy and completion.
- Conducts new hire benefits training with new hires.
- Directs and mentors District Sr. HR Associates in this process as well. Utilize Google video chat to meet with new hires and supervisors when they are unable to go to District Clerks or Headquarters offices.
- Manages information to be entered in payroll systems to include entry and coordination of AMS, PeopleSoft, RAIN, and EGI Portal.
- Provides approval of what will be entered into the system and completes accordingly.
- Consult with A&I Payroll Specialist for approvals in the AMS system.
- Assists and provides training to other team members in the accurate completion of these tasks reviews output and provides feedback regarding troubleshooting issues.
- Maintains and conducts Employee Recognition efforts related to Service Awards and one-year service award coin distribution.
- Assists employees with questions about benefits and payroll issues and will work with A&I HRD and Agency Payroll employees directly for clarification and development of an answer to the question.
- Attend training for growth opportunities as necessary and available (i.e. FMLA, FLSA, Composing Job Descriptions, and Interviewing/Hiring). From training classes, review, provide guidance, and make suggestions for implementing new processes and modification of current processes.
- Creates, reviews, and authorizes vacancy announcements- includes developing appropriate language to attract potential applicants by utilizing job descriptions and competency language.
- Participates as an active member of the interview panel to ensure that interviews are being conducted in a way that supports EEO and effectively utilizes Behavioral-Based Interviewing techniques.
- Participate in the initial evaluation of reclassification requests. Meet with managers to discuss changes in job duties, why duties have changed, and what other positions may be affected.
- Serves as point of contact for all agency staff including, Executive Staff, Program Managers, Supervisors, and Sr. HR District Associates for questions regarding PMI actions, system usage, timelines, and proper completion methods, responsible for addressing issues and concerns with both the system and performance management documentation. Coordinates daily, weekly, and monthly reporting specific to operations and rotates monthly agency-wide reporting. Acts proactively and responds to ad hoc reporting requests.
- Serves as an initial point of contact to receive employee-reported concerns and complaints. Works collaboratively with the management team regarding disciplinary needs and follow-up actions. May, in collaboration with the HR Manager, prepares the initial draft for letters of expectations, reprimands, suspensions, ADA interactive letters, and collaborates with the management team for the creation of these documents.
KNOWLEDGE:
- Knowledge of Federal (ADA, EEOC, FMLA, FLSA, etc.) laws.

MINIMUM QUALIFICATIONS:
PHYSICAL WORKING CONDITIONS:
- Typically, the employee may sit comfortably to perform the work; however, there may be some walking, standing, bending, carrying light items, driving an automobile, etc.
- Special physical demands are not required to perform the work.
