Position Objective
To provide administrative support, customer service and assessment data processing to fulfill the office mission. This position is responsible for performing specialized processing functions related to building, maintaining, and reporting accurate property assessment information and is the point-of-contact for assessment processing questions from staff and taxpayers.

Essential Duties and Responsibilities

1. Processes data associated with assessment laws and procedures to ensure data integrity and facilitate reporting.
2. Processes, tracks and maintains homestead applications and classifications. Reviews property transfers for filing accuracy. Researches information and contacts property owners to ensure accurate reporting.
3. Responds to inquiries regarding applications, forms, assessment laws, property information and taxation programs. Creates written correspondence regarding homestead status and is the point-of-contact on all homestead questions to provide responsive and professional customer service.
4. Researches multiple databases for past and present assessment records regarding ownership for accuracy in linking, coding, cross county, deferrals and exclusions.
5. Processes real estate splits and bunches and researches data to ensure each property has accurate, current assessment data.
6. Assists with recording tax adjustments by entering and proofing data.
7. Reviews property transfers to create historical data; maintains tracking software and digital records.
8. Enters, retrieves, transfers data and generates electronic assessment reports to provide accurate data and reports assuring tax equalization for all property owners.
9. Completes mass data transfers: reviews reports and verifies accuracy to enable accurate valuation notices.
10. Collaborates with other MN counties to review, enter and report assessment data.
11. Coordinates with the Veteran's Service Office to enable appropriate application of the Disabled Veteran Exclusion program and acquires necessary paperwork from property owner.
12. Updates data for ownership and addresses for mobile homes and personal property.
13. Directs electronic certificates of real estate value to appraisers and verifies property homestead status.
14. Attends training and meetings to maintain knowledge of policy, software and process changes.
15. Attends work regularly and in a timely manner.
16. Performs other duties as assigned or apparent.

Minimum Qualifications and Desirable Knowledge, Skills and Abilities

Minimum Qualifications
In order to be considered for this position, applicants must possess the following:


  • High School graduate or equivalent
  • One or more years post-secondary education in clerical support, real estate or similar field and two years of progressively related experience OR four years of progressively related customer service experience working in a real estate or appraisal office
  • Experience using Microsoft Office Suite

Certification
  • Must obtain MN Tax Calculation Certification within 5 months of employment

1. Knowledge of the use and application of tax and CAMA systems.
2. Knowledge of English grammar, punctuation and vocabulary and composition of materials.
3. Knowledge of property taxation, abstracts of assessment, and state assessment practices.
4. Ability to operate office technology and perform mathematical computations.
5. Ability to establish and maintain filing systems and records.
6. Ability to prioritize tasks in a fast-paced environment and be flexible with work demands.
7. Ability to follow complex oral and written instructions.
8. Ability to make appropriate decisions in accordance with precedents and regulations and apply those decisions as required by work situations.
9. Skill to effectively communicate verbally and in writing.

Work Environment and Physical Demands
The primary responsibilities for this position will be performed approximately 100% of the time indoors. Will have minimal exposure to health hazards and accidents; requires a low to moderate level of physical effort. All employees are required to reside within the state of Minnesota.

Extent of Supervision or Guidance Provided
Work is performed under the general supervision of the Property Assessment Coordinator.

Frequent.

Hours of Work, Testing and Interview Dates

Hours of Work
Normal work hours are 8:00 a.m. to 4:30 p.m., Monday through Friday; may include hours outside of normal work hours on occasion.
