Position Objective
To provide business analysis and project management services for County departments. This position is responsible for providing assistance in reviewing departmental business objectives and determining technology-based solutions for business problems. This position will work with departments as a resource who understands both business objectives and technology resources to research, evaluate, and recommend processes and technology solutions that improve the efficiency and effectiveness of departmental operations.

Essential Duties and Responsibilities

1. Provides overall leadership and accountability for the successful implementation of assigned technology projects.
2. Analyzes business processes and supporting systems and recommends technology solutions that improve efficiency and effectiveness.
3. Works with stakeholders to implement business solutions and administer any technology changes needed, while ensuring that implemented solutions and changes are functioning as planned
4. Develops standardized criteria and processes to measure the benefits of new technology solutions.
5. Plans and facilitates requirements gathering sessions and develops, validates, and secures acceptance of business requirements.
6. Translates business requirements into detailed functional specifications for Proposals (RFI / RFP's).
7. Coordinates the human and financial resources needed to successfully complete technology projects on schedule and within budget.
8. Follows appropriate Stearns County project management methodologies to ensure consistent results.
9. Prepares project status and project reports on assigned technology projects, communicates business requirements to users and technical team members.
10. Conducts demonstrations/presentations of the County's technology applications as needed.
11. Remains up to date on project management protocols and new technology by participating in continuing education courses, professional organizations, seminars and workshops, reading current literature, and maintaining professional contacts.
12. Attends work in a regular and timely manner.
13. Performs other duties as assigned or apparent.

Minimum Qualifications and Desirable Knowledge, Skills and Abilities

Minimum Qualifications
In order to be considered for this position, applicants must possess the following:


  • Bachelor's degree in computer science, management information systems, business administration, public administration or related field and four years of information technology-related project management experience using industry standard tools and methodologies, obtained within the last five years
  • Associate's degree in computer science, applied science, network management, information technology, or related field and eight years of progressively related experience around information technology-related project management experience using industry standard tools and methodologies, obtained within the last five years
  • Experience using Microsoft Office Applications

Preferred Experience Beyond Minimum Qualifications:
  • IT Business Analysis and gathering requirements for projects
  • IT Project Management for implementation of business solutions
  • Managing customer relationships and customer expectations
  • Certification as Business Analysis Professional (CBAP), Project Management Professional (PMP) or equivalent
  • Experience with process improvement methodologies such as LEAN Six Sigma, Process Mapping and/or Kaizen
  • Experience leading IT project teams
  • Experience in Microsoft Office, Power Point, Project, Visio, Teams, and SharePoint environment

Work Environment and Physical Demands
The primary responsibilities for this position will be performed approximately 100% of the time indoors. May require travel to offsite locations. Will have infrequent exposure to health hazards and accidents; requires a low level of physical effort. All employees are required to reside within the state of Minnesota.

Work is performed under the general supervision of the Business Services Manager.

Hours of Work
This position has a normal work schedule of 8:00 a.m. to 4:30 p.m.; may include some hours outside of normal work hours on occasion. Potential to work hybrid location/flexible work hours.
