Purpose of Classification:
The purpose of this classification is to complete applications for persons applying for Emergency Home Energy Assistance Program (EHEAP), Percentage of Income Payment Plan Plus (PIPP Plus), Fuel Fund, and other related utility assistance programs within Cuyahoga County. Interviews are conducted either in the office or remotely via telephone/video conference.
Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Conducts interviews with applicants who have applied for HEAP, PIPP Plus & Fuel Fund and determines eligibility for those applicants: provides information about Home Energy Assistance Program (HEAP) and EHEAP, Percentage of Income Plan (PIP) and Fuel Fund; determines eligibility and informs applicants of eligibility status.
Completes all necessary forms for enrollment in these programs and acquires appropriate documentation; refers applicants to other resources within Step Forward or partnering agencies scope. coordinates results with the HEAP staff; contacts utility companies and other resources to assure continuation or re-establishment of services.
Attends and participates in meetings, training sessions, conferences and workshops to provide best practices and professional development to assist with increasing job knowledge, skills and abilities.
Additional Functions:
Reviews and processes energy assistance applications for persons who have applied via online, mailed in, faxed or directly dropped off at the program office.
Performs a final electronic review of HEAP applications for accuracy to identify any errors or omissions and assures that required forms are complete with supporting documentation as required in the program guidelines.
Minimum Qualifications:
High School Diploma or GED required; supplemented by one year of work experience in general clerical or customer service or related field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Additional Requirements/Conditions of Employment:
Successful results of pre and continued employment assessments including fingerprinting, drug testing, medical examinations and background check(s).
