Summary
Under the direction of the HR Manager, the HR Generalist plans and directs implementation and administration of current employee benefit plans, disability (STD/LTD) insurances, 401(k) plan, vacation, sick leave, and leave of absence (disability and FMLA). Additional duties include the assistance in administration of training tracking, payroll report creation, risk management processes including claims management programs for lines of coverage including workers’ compensation, general liability, auto and crime. In addition, the HR Generalist assists in other Human Resource and Payroll activities by performing the following duties.
Key Areas of Responsibility
Benefits
- Prepares and communicates information to employees and former employees about benefit programs, open enrollment, policies and procedures, legal and regulatory compliance, and government-mandated disclosures.
- Assists in analysis and evaluation of services, coverage, and options available through insurance companies to determine programs best meeting needs of organization.
- Supports Manager in auditing of benefit plan documents for compliance with government regulations.
- Provides vendors with appropriate documentation for health, life, 401(k), disability, workers’ compensation, and unemployment claims.
- Participates in and coordinates processing of all benefits enrollments and changes.
- Coordinates benefits plan education for new hires, promotions, and others when they meet the eligibility requirements.
- Assists in maintaining employee benefits files, plan documents, contract information and other record keeping duties.
- Analyzes, reconciles, and pays monthly benefits invoices.
Risk
- Assists in Monitoring Workers’ Compensation and Guest claims and provides field/management with status reports reflecting claims activity, insurance coverage and premiums, and loss costs.
- Serves as a liaison between units and workers’ compensation agencies/broker, i.e., following up on status of claims, responding to requests for additional information and otherwise assisting in the adjudication of claims.
- Reviews incident reports submitted by units for accuracy, timeliness and completeness and informs units of any problems.
- Maintains orderly and organized Incident Report files by unit, files of the certificates of insurance and insurance binders received from our various insurance companies.
Compliance
- Assists unit level management in hiring processes if there are difficulties with our online processes for Onboarding and/or E-Verify.
- Processes leave of absence approvals and rejections, including FMLA.
- Responds to notifications from state agencies regarding Mandatory Health Enrollment for dependents and other employment verification requests.
- Manages the enrollment, tracking and maintenance of mandatory online training for management and Delaware employees.
- Completes annual compliance related tasks such as 1095, 5500, EE01, and CMS Reporting.
Employee Relations
- Manage employee relations counseling and exit interviewing. Respond to employee relation issues such as employee complaints, harassment allegations, and civil rights complaints.
- Recommends new approaches, policies, and procedures to effect continual improvements in efficiency of department and services performed.
- Prepare and maintain employee files, assuring accuracy, compliance and confidentially. i.e. unemployment claims, verifications, I9 status and State regulations.
General
- Creates and distributes payroll and employment reports as needed by corporate and field leadership.
- Performs special projects as assigned and approved by HR Manager/Payroll Manager or other members of management team.
- Serves as backup to Payroll Manager.
Education, Qualifications & Experience
- A bachelor's degree and three (3) to five (5) years of Human Resources experience, PHR or SHRM-CP certification preferred.
- Considerable knowledge of principles and practices of personnel administration.
- Must facilitate management and employee understanding of Human Resources procedures.
- Ability to work proactively and independently in a fast-paced office environment.
- Excellent organizational, verbal, and written communication skills as well as ability to resolve issues and follow through.
- Must be detail oriented.
- Excellent organization and communication skills; Team player with collaboration mind-set.
