Strategen Consulting is seeking a Distributed Energy Resources (DER) Integration Consultant. This position will primarily support various engagements with public and private sector clients for Strategen’s consulting team, with a focus on decarbonization of the natural gas sector.
The ideal candidate will have strong communication, collaboration, project management, and analysis skills and familiarity with key environmental, clean energy policy, and environmental justice groups. This individual must also have a passion for efforts to decarbonize relevant energy, transportation, or industrial sectors, an interest in emerging technologies, regulatory approaches, and processes, etc, and a desire to engage and dialogue with many relevant parties on these matters.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Client Project Execution:
- Assist Strategen’s consulting practice in executing client projects with a primary focus on electric utility policy analysis and regulatory proceedings, with a focus on topics related to distributed energy resource (DER) integration
- Manage the execution of written and technical work within the context of overall client project goals
- Review and interpret comments or testimony submitted in regulatory proceedings and develop arguments with evidence that can either support or rebut the issues
- Draft discovery requests to electric utilities to probe their proposals and identify data and information to make informed regulatory recommendations and critiques
- Draft memos, comments, and expert testimony to support client positions in regulatory cases
- Develop insights into the economic, technical, and policy implications of various regulatory proposals, including cost allocation, avoided cost, cost of service, rate design, utility business model, etc.
- Research policy, regulations, and tariffs; summarize research via memo or presentation and communicate research to internal and external audiences with varying levels of technical expertise; interpret such research to develop insights into best practices, policy implications, and recommendations for different regulatory stakeholders specific to the client scope and context
- Conduct qualitative or quantitative analysis to understand the economics of different strategies and business models in various retail and wholesale energy markets
- Ensure timely delivery of project deliverables and communicate issues as they arise
- Explain technical concepts associated with work to non-technical audiences
Client Relationships & Business Development:
- Help prepare senior team members for client meetings and presentations
- Diagnose problems that prospective clients may have and offer potential solutions
- Assist Strategen team members in scoping and providing clarity on client project requests, which may be ambiguous
- Collaborate with team members in scoping and writing proposals for clients and responding to client requests
- Attend industry events and conferences to present and network
- Identify key areas of uncertainty with respect to technical work needed to complete client projects
Thought Leadership:
- Develop deep insights into how to transform the power system quickly and in an equitable manner
- Cultivate technical expertise and assist with creating recommendations to both technical and non-technical audiences related to power system planning and operations, green hydrogen, and business model enablers
- Build specialized technical expertise in emerging or areas of focus for the consulting team, including regulation to enable clean energy technologies, performance-based regulation, regulatory sandboxes
Team Support:
- Support growth and development of the Strategen consulting team by helping to educate junior staff on energy market fundamentals, policy developments and other relevant topics
- Help the team with general operational tasks and internal projects for organizational improvement as needed
Time Management:
- Self-manage time and workload and communicate regularly with your supervisor and other members of the team to manage expectations about timing and quality of work. Ensure timely delivery of project deliverables and communicate issues as they arise.
- Prioritize between multiple competing internal and external demands to ensure successful delivery across a portfolio of projects
Professional Development:
- Work with manager to craft a professional development plan, independently explore creative solutions to problems related to energy transition, and proactively work to improve targeted skillsets and grow subject matter knowledge
EDUCATION, EXPERIENCE AND SKILL REQUIREMENTS:
- Bachelor’s degree in a relevant field such as electrical engineering, mathematics, economics, or public policy; MS in the same or complementary fields is preferred
- A minimum of 2 years of experience working in the power sector, preferably in a regulatory environment with experience writing or assisting with testimony or comments and familiarity with wholesale market tariffs
- Advanced topical knowledge in one or more the following areas is preferred: grid modernization, integrated resource planning, cost of service modeling, rate design, performance-based regulation, cost-benefit analysis, and/or wholesale market design
- Experience with policy and regulatory; examples: working with diverse internal and industry stakeholders to develop stakeholder/intervenor comments in CPUC, CAISO, CEC and FERC
- Basic power system engineering knowledge preferred
- Excellent command of business-level written and verbal English communication, specifically the ability to concisely articulate technical topics to a public audience
- Emotionally mature, honest, and ethical, with an ability to empathetically communicate through issues with clients and team members
- Proficiency in MS Office Suite
- Demonstrated ability to work collaboratively in a team environment
- Excellent organizational skills; detailed oriented
- Ability to quickly and appropriately prioritize conflicting demands
- Superior command of business-level English, both written and verbal
