Position Overview
The Environmental Health and Safety (EHS) Supervisor - Manager is responsible for all site and employee EH&S Programs and Regulatory Compliance. This position will work with the SubCom Team to ensure Newington, NH, site regulatory compliance with all OSHA, EPA, NHDES, NHDHHS-BRH, USCG, and related, local, state and federal regulatory laws and statutes. This position would also respond as Incident Commander to emergency situations when they arise.
Duties and Responsibilities (*Indicates an Essential Function)
- *Ensures recordkeeping and regulatory compliance of all Local, State and Federal EH&S Laws and Statutes including OSHA General Industry, RCRA, CWA, CAA, EPCRA, SWPP, Radiation Safety and other applicable rules
- *Acts as the site Facility Security Officer (FSO) ensuring compliance with the USCG Marine Transportation Security Act. Responsible for development and compliance maintenance of the Facility Security Plan (FSP)
- *Acts as site Radiation Safety Officer (RSO) ensuring compliance and employee safety in accordance with NRC and NHDHHS-BRH Radiation Safety Regulations
- *Oversees site Security Contractors
- *Develops and maintains Programs and Policies pertaining to all EHS related subjects
- *Ensures application, issuance and compliance with all facility EHS Permits and Licenses
- *Arrange and monitor disposal of all hazardous, non-hazardous and universal waste generated at the facility
- *Develops and arranges for New Employee EHS Orientation and all required OSHA, EPA, DHHS, First Aid and other EHS employee training
- *Manages environmental projects such as waste recycling, waste minimization, asbestos and lead paint abatement
- *Manages Site Workers Compensation Claims and Incident Investigations
- *Manages annual department EHS goals according to key metrics (leading and lagging indicators) that are measured throughout the organization
- *Provides leadership of Facility EHS Committees and EH&S Leadership Teams
- Manages site EHS databases and applications
- *Manages the Newington Site EH&S Team to ensure site EH&S Compliance, Training and Goals are attained and maintained
- *Provides leadership with developing and maintaining safe working conditions where employee health and safety are the top priority
Qualifications
- Bachelor’s degree in Environmental, Health and Safety or related scientific discipline preferred; 6-10 years of EHS leadership experience in an industrial or military setting would be considered in lieu of degree
- Experience with EHS data, training, written programs and related regulations
- NH Hazardous Waste Coordinator Certification or understanding of RCRA Hazardous Waste rules
- Excellent communication and oral skills as well as strong presentation and written skills
- Computer literacy including proficient use of Microsoft Office Suite. SharePoint and database experience are desirable
- Ability to respond rapidly and effectively to changing requirements on short notice

- Acts in a professional manner by approaching others in a tactful manner; reacting well under pressure; treating others with respect and consideration regardless of their status or position; accepting responsibility for own actions, following through on commitments
- Strong leadership qualities and the ability to develop Team Goals and ensure completion in a timely manner
- Familiarization with EPA TRIMe and NetDMR Software and report filing

- Wear the proper personal protective equipment for each task, including, but not limited to, safety boots, safety glasses, hearing protection, gloves, hard hat, dust mask, etc
- Regularly lift and/or move 10 pouns, frequently lift and/or move 25 pounds and occasionally lift and/or move 40 pounds
- Ability to work within areas of extreme height, as well as climb in tanks, pans and aboard a ship using standard provided access points
- Ability to reach with hands and arms and use hands to finger, or handle objects, tools and controls
- Ability to stand, walk and climb stairs regularly
- Ability to bend, twist, squat, stoop, kneel or crouch frequently
- Ability to talk and/or hear frequently
- Specific vision abilities required by this job include close vision, peripheral vision, depth perception, and the ability to adjust focus
- Ability to work both indoors and outdoors regularly in all elements
- Be available to respond to emergency situations at any time
