What are the responsibilities and job description for the Program Manager position at Summit ET?

The Program Manager (PM) full-time position supports the exercise program for a U.S. Federal agency and its stakeholders. In support of the agency's mission, the PM is responsible for leading a team of employees and subcontractors in the implementation of mission strategy, related national policy, and budget, as well as designing, developing, and delivering a variety of outreach workshops, training, and exercise engagements for multi-disciplined audiences. The PM is responsible for project management of these activities and the supervision of SummitET employees, teaming partner subcontractors, and other SummitET associates for ad hoc, part-time support supporting this program through their delivery of quality products and services. The Senior Vice President, serving as the Corporate Project Partner, manages this position.

This position is contingent upon contract award.

Core Responsibilities:

  • Strive to continually build a team of professional subject matter experts from the disciplines of cybersecurity, infrastructure protection, counterterrorism, exercise planning, exercise conduct, exercise evaluation, program administration support, training, and data analysis.
  • Ensure products and services consistently meet the customer's exercise program's mission objectives.
  • Ensure the delivery of quality products and services, invite challenges to established practices for the betterment of deliverables, avoid resistance to change, and continually strive to improve team performance.
  • Build and maintain a positive relationship with the customer's exercise program management and leadership staff at all levels to do the following: 1) ensure client desired outcomes of SummitET delivered products and services are achieved; 2) utilize all allocated contract hours by year-end; 3) grow the program through new initiatives and personnel resulting in additional contract billable hours; 4) promote Team SummitET's reputation of high business ethics and as an industry leader in preparedness solutions.
  • Take necessary steps to provide for a safe and secure workforce of employees and subcontractors.
  • Continually demonstrate excellent judgment and unwavering ethics.

Supporting Duties/Responsibilities May Include:

  • Develop and maintain a professional and trustful business relationship with the customer's Exercise Program management and leadership.
  • Conduct regular weekly check-ins with the SVP and leadership team.
  • Manage the customer's Exercise Support Program and its contracted product and service delivery.
    • Manage budgets, including tracking, forecasting, and reporting as required.
    • Develop/refresh and execute a written plan each year that ensures the program and its deliverables are of the highest quality, fresh, contemporary, innovative, and technically accurate before the start of every project year. Deliver to the SVP NLT July 31 of each project year.
    • Coordinate and cooperate with the Chief Quality Assurance Officer and Director of Quality Assurance to comply with Quality Assurance directives or policies, including its lessons learned program.
    • Develop and maintain a balanced project schedule across Team SummitET members.
    • Work to ensure meeting contractual work share goals between SummitET and teaming partners.
    • Demonstrate the achievement of the Exercise Program's desired outcomes through metrics.
    • Ensure team members have adequate time, resources, and support to complete deliverables within project/task budgets and timelines.
    • Ensure after-action reports are prepared, lessons learned, and best practices are gleaned, and improvement planning is conducted and implemented.
    • Coordinate with federal, state, and local agencies, NGOs, and private sector organizations planning to participate in customer-contracted engagements to ensure critical objectives are met.
    • Encourage and develop new initiatives to support the strategic direction of the program.
    • Develop processes and procedures to develop and deliver products and services effectively.
    • Assess situations to determine their importance, urgency, and risks and make clear decisions that are timely and in the best interests of Team SummitET and CISA. This includes using good judgment to seek direction from SummitET leadership.
  • Supervise and lead the Team SummitET Program team and their delivery of contracted products and services.
    • Build a skilled workforce and provide for professional development. Develop and maintain team subject matter expertise across all required disciplines.
    • Complete team member performance evaluations by establishing deadlines, providing feedback, and managing performance expectations. Set goals with deadlines for team members to meet performance improvement. Ensure team members understand their affirmative obligation to inform leadership of their desires for professional development and to take appropriate steps to pursue and achieve professional goals.
    • Ensure Program goals are met and tracked for success.
    • Provide strategic guidance to teams/team members that promote a culture of strong ethics.
    • Ensure team members understand and are committed to traveling to support the customer's Exercise Program and its deliverables.
    • Adhere to established standards and guidelines provided by the customer, including standards supporting the appropriate levels of national security clearance as required.
    • Maintain team business core hours at client-directed work locations, including some nights and weekends depending on the project tasks.

Required Skills/Abilities:

  • Applicants must demonstrate knowledge/understanding in the following areas:
    • S. Cybersecurity and Infrastructure policy and operational response planning.
    • Integrated response to threats and hazards involving the mission areas of prevention, protection, response, and mitigation.
    • First responder missions for Cybersecurity and Infrastructure Security threats and hazards
    • Emergency Preparedness and Emergency Management Concepts, including, but not limited to, PPD-8, National Preparedness, whole community planning frameworks, and Federal interagency operational plans; NIMS; State/local EOC Operations; Federal operational centers/command post operations; and capability and resource management.
    • A professional level of expertise using Microsoft 365 (Word, PowerPoint, Excel, SharePoint, Teams, etc.) suite of applications.
    • Experience managing and conducting virtual training courses and presentations via tools like MS Teams and Zoom.
    • A professional level of skills in conducting research, all-source analysis, public speaking, exercise facilitation, and preparing verbal and written communications for senior leaders and various audiences.
    • Must be willing and able to travel domestically and/or internationally for approximately 20% of allotted annual work hours.
    • Ability to speak and write clearly and concisely to various audiences.
    • Reside within the National Capital Region (NCR) and report to work at the customer's headquarters in Washington, D.C., when required.
  • Eligible to obtain and maintain a Department of Homeland Security Suitability clearance, DoD secret or Top-Secret clearance if required by the customer(preference given for current clearance holders)
  • Possess a valid driver's license and U.S. passport.

Education and Experience:

  • Minimum of a bachelor's degree (master's degree preferred), with a combination of education and experience in adult education, cybersecurity, emergency management, national security mission area, or homeland security.
  • Possess specialized training in exercise design and evaluation, with a minimum of Homeland Security Exercise Evaluation Program (HSEEP) training completed or updated within the last two (2) years (Master Exercise Practitioner (MEP) preferred).
  • Ten (10) years of experience planning, developing, and facilitating all hazard workshops, training, or tabletop/discussion-based, functional, and full-scale exercises (National Level Exercise (NLE) or equivalent multi-team, multi-jurisdiction exercise experience is preferred).
  • Possess five (5) years of supervisory experience.
  • Possess three (3) years of programmatic experience, including managing projects, budgets, and forecasts in a multi-team environment (A current Project Management Professional (PMP) Certification may be considered in lieu of this experience).
  • Possess three (3) years working in a related field of cybersecurity, homeland security, emergency management, critical infrastructure, or other similar experience.

Physical Requirements

  • Must be able to walk, stand, or sit at a desk for prolonged periods of time and lift up to 50 pounds of equipment.

Salary : $100,000 - $140,000
