In support of the Agile development process, infrastructure, and engineering initiatives, the candidate shall provide business level requirements and analysis for all new and/or enhanced software application initiatives, engineering initiatives, and enhance the current Business Process Improvement (BPI) efforts to support project management and business activities. Additionally, the candidate shall define, develop, and institutionalize Business Process standards, templates, processes, procedures, diagrams, and guidelines, in particular; the business process workflow as it relates to the Agile Software development framework, SCRUM Project Management Framework, Team Foundation Server workflow, and the engineering framework using Enterprise Service Management tools.

Required Experience

Business / Requirements Analyst shall provide business and technical support as described in the following areas:

· Enhancing the quality of products and services through feedback, mentoring, and continual process improvement

· Providing support in defining, developing, and institutionalizing standards to ensure consistent and measurable performance across the organization

· Conducting process improvement initiatives and performing routine internal audits to ensure compliance to established standards

· Utilizing customer, industry and business trends; and apply this understanding to meet project objectives

· Validating procedures and processes with a view toward enhancement or improvement; analyze information and situations; and implement actions through the management team to ensure project objectives are met

· Providing feedback, mentoring, and training support for staff to improve processes, enhance services, prevent work product defects, and refine standards. Also, supports Special Projects/Tasking

· Identifying, defining, developing, and institutionalizing Business Process standards, templates, policies, processes, and guidelines in support of as related to Agile Software development framework, Scrum Project Management framework and Team Foundation Server workflow. Also, maintain legacy process and procedures for projects using the waterfall approach

· Providing analytical, planning, and implementation support services for performance measurement, metrics analysis, and process improvement of Projects and Programs as well as support in the preparation and presentation of technical, management, and operational briefings, data calls, and reports

· Providing experience and expertise in Information Technology Infrastructure Library (ITIL) implementation and reporting; in developing and implementing IT chargeback models for data centers; and in developing and marketing IT enterprise wide support services

· Providing Business Analysis support to assess, validate and document the business needs for key stakeholders. Business analysis shall be provided for various types of projects at any stage of the Software Development Life Cycle (SDLC) or Systems Engineering Life Cycle and coordinated through the PM for support in the appropriate functional area.

· Using the Agile methodology for software development life cycle and is responsible for providing Technical Liaison support to the development and engineering teams.

· Providing support to the Technical liaison in facilitating business and technical operational needs for stakeholders within and outside agency; prepare and provide technical artifacts; and support the Technical PM with the integrated business and technical WBS&S, and other project management artifacts and activities.

· Assessing, managing, tracking, reporting, streamlining, and supporting the Agile fielding of agency information technology systems and services for business and technical stakeholders.

· Working with the Government PM to refine scope and coordinate with agency components and stakeholders for project information.

· Providing business and technical support as described in the following subparagraphs.

· Developing, analyzing, maintaining, and conducting business analysis, business needs assessments and documentation for development, enhancements, and custom development services as prioritized by management via a Project Analysis Worksheet (PAW).

· Preparing prepare the business analysis and needs assessments in the form of Epics and User Stories, Course of Action (COA), Initial PAW Review Document (IPRD), System Information Package (SIP), workflow diagrams, surveys, tables, charts, spreadsheets or the most appropriate documentation format required to demonstrate and satisfy the high-level business requirements.

· Working closely with Project Managers and stakeholders to document context and scope; assist in the identification of the non-functional needs such as project/service criticality, approach, risks and constraints; personnel, infrastructure resource and privacy requirements; business process impact and dependencies; system performance and availability

· Facilitating stakeholder sessions to analyze, understand and document the business functional needs; provide recommendations for stakeholder business improvements to include potential system interfaces; document other pertinent information that would improve stakeholder functional services; and coordinate and facilitate strategic business decisions.

· All documented analysis must follow agency standard templates and guidelines.

· Flexibility is a must, as well as the ability to work in a collaborative team environment.

· Exceptional organizational skills with the ability to coordinate multiple work streams, multi-task and work well under tight deadlines

· Strong interpersonal skills and proven experience in building partnerships with business and technical stakeholders as applicable

· Self-starter with ability to perform and lead work independently.

· Participate in project planning and schedule development/maintenance activities

· Understand SAFe Lean Agile Principles

Required Qualifications

· Bachelor’s Degree (BS/BA in Computer Science, Information Systems, Engineering, Business, Physical Science, or other technology-related discipline)

· Minimum 6 years in:

Using Information Technology based applications to implement process improvement and reengineering methodologies to client business processes. Duties may include:

o Data analysis activities

o Documenting business and technical requirements

o Assisting with improvements to business methods on IT related projects

o Developing Research Papers, Standard Operating Procedures, Quick Reference Guides, etc.

o Transition planning introduction, and integration of new IT processes

o Group facilitation and training for newly implemented IT processes

o Act as key coordinator between multiple process stakeholders and project.

· Must have a minimum of Secret Clearance

Job Type: Full-time

Pay: $110,000.00 - $120,000.00 per year

Schedule:

  • 8 hour shift
  • Monday to Friday
