ABOUT THE COURT

Superior Court of California, County of Los Angeles (Court) is the largest unified trial court in the United States. Its 580 judges and commissioners work in one of the 40 facilities within the Court's 12 judicial districts and are supported by more than 4,500 full-time Court employees. The Court has an annual budget of more than $855 million. Located in Southern California, Los Angeles County is geographically one of the nation's largest counties, covering 4,084 square miles and, with over 10,400,000 residents, is also one of its most populous counties.
    

 

FOCUS ON EMPLOYEE SAFETY AND WELLBEING 

Court employees are considered disaster service workers under California Government Code section 3100 and are needed to deliver the statutorily mandated, time-sensitive and emergency services in times of local, state, and national emergencies. The Court takes its responsibilities for ensuring a safe workplace and providing essential public services to those who are required to come into a courthouse seriously; including its legal and ethical obligations to protect the workforce, justice partners, and the public from COVID-19.  The Court has implemented various policies and protocols to protect the health and safety of its employees while delivering statutorily mandated essential services. This includes implementing technology to facilitate remote appearances for court users and expanding telework opportunities for employees. 

 

 

ABOUT THE POSITION 

Productivity/Collaboration Systems IT Managers supervise a small to medium sized team of professional staff and/or outside resources engaged in development, enhancement and maintenance projects associated with a class of systems or complex applications. Incumbents are responsible for the development of technology solutions consistent with the Court's technology strategy and user business and operational requirements, the utilization of best-practice development methods and tools and effective project management to ensure that Court requirements are met in accordance with project deadlines, cost, quality expectations and other critical success factors. Projects are broad in scope and impact, involve complex business requirements and a diverse customer base and require integration of different technologies and solutions. Work requires strong business relationship management competencies, project leadership and management skills and understanding of state-of-the-art technology solution options.

  • Subject Matter Expert in SharePoint, Microsoft 365, Power Automate/Apps. 
  • Require deep understanding of SharePoint architecture and services.
  • Extensive experience in SharePoint Online and the Microsoft 365 platform.
  • Expert in SharePoint "modern" web parts and features.
  • SharePoint experience in using of HTML, CSS, JavaScript, jQuery, JSON, CSOM, SharePoint Designer, InfoPath Forms, and PowerShell Scripting.
  • Administration experience and knowledge of SharePoint Online.
  • Evaluate the functional requirements and implement Business solutions to enhance Court's SharePoint Online experience for the Court users.
  • Create and modify SharePoint site collections with multiple sites, unique navigational elements, custom content types and site columns, site pages, workflows, and government policies.
  • Migrate, Design and Develop Single Page Applications, using SharePoint Designer, jQuery, Bootstrap, JavaScript, HTML, CSS, and AngularJS and develop test plans before deployment.
  • Provide regular updates on project status to the team and collaborate to provide technical support in resolving production issues and ensure end-to-end implementation of applications with on-time project deliverables.


TELEWORK OPPORTUNITIES
This position is eligible for hybrid telework (mostly remote, and occasional onsite).


MINIMUM REQUIREMENTS:
To qualify, you must meet one of the following options at time of filing:

OPTION I: Two years of experience as an Applications Development Analyst III, Applications Support Coordinator, or a class at that level working for the Los Angeles Superior Court.

OPTION II: Graduation from a college or university with a major* in computer sciences, management information systems or a related field -AND- seven years of progressively responsible professional information systems experience in a multi-user, multi-platform, client server-oriented environment, including at least two years of which involved complex project management experience.


Note: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.


SPECIAL CONDITIONS OF EMPLOYMENT:

DESIRABLE QUALIFICATIONS: 
The ideal candidate will possess the following desirable qualifications:
  • An advanced college degree in computer science, management information systems, or a closely related field.
  • Current Project Management Institute (PMI) or Professional (PMP) certification.
  • Experience implementing and leveraging collaboration tools such as SharePoint to enhance project coordination.
  • Migration experience from SharePoint On-Premise to SharePoint Online.
  • Experience in PowerApps, Microsoft Flows to develop SharePoint and O365 solutions for business.
  • Experience with developing applications using SharePoint Framework (SPFx), TypeScript, and Angular 2 .
  • Previous experience in .NET programming.
  • Experience analyzing, designing, developing, and integrating applications on SharePoint Online. 
  • Experience working successfully with stakeholders to translate business needs into SharePoint solutions. 
  • Proven experience working successfully on cross-functional teams to build SharePoint solutions from the ground up. 
  • Hands on experience working with SharePoint "modern" experience.
  • Excellent oral and written communication skills.
  • Strong analytical, problem solving, and organizational skills.
