What are the responsibilities and job description for the NHL-Certified Navigator position at SWLAHEC?
The NHL – Certified Navigator will devote 100% of their time to this and other projects identified under the Health Interventions Department. The Certified Navigator will be responsible for processing data collection for both the state-wide partners as well as the Southwest Louisiana Area Health Education Center data and submitting required information to the program director and assistant program director as requested.
MAJOR TASKS, DUTIES, AND RESPONSIBILITIES
- Conduct public education activities to raise awareness of the availability of qualified health plans;
- Distribute fair and impartial information concerning enrollment in qualified health plans, and the availability of premium tax credits and cost-sharing reductions.
- Facilitate enrollment in qualified health plans.
- Make short, easy to understand group presentations which reach multiple people at one time.
- Conduct outreach, education and enrollment and present the options available, in the State of Louisiana, under the Affordable Care Act as it relates to the Exchange.
- Provide referrals to Louisiana Department of Insurance, health insurance ombudsman or any other appropriate State agency, for any enrollee with a grievance, complaint, or question regarding their health plan, coverage, or a determination under such plan or coverage.
Additional Job Duties as a Certified Navigator upon request

- Contribute to a central state-wide website for access to information about upcoming enrollment events and other resources offered with the project through a calendar of events. This includes working with other Navigators to provide up-to-date information about outreach activities in each community.
- Contribute to all social media for the project including but not limited to Facebook, YouTube, etc. This includes working with the other Navigators to provide up-to-date information about outreach activities in each community.
- Contribute to content/videos to be posted on websites and all social media pages explaining how people can access information, education, and enrollment services across the state.
- Utilize brochures, flyers, and other marketing materials with information about the project and marketplace exchanges.
- Utilize flyer templates where specific community information can be dropped-in to be unique for each outreach activity across the state.

- Utilize standardized Power Point presentations that can be used by the Navigators during group presentations.
- Contribute to creating the monthly Navigators for a Health Louisiana Newsletter and distribution of.
- Participate in all staff training, licensing, meetings, etc.
- Work with Program Director and other Navigators on the Community Mapping for Targeted Outreach efforts, process data, and provide technical assistance to other Navigators to complete targeted outreach.
- Assist in Developing, distributing, and collecting consumer satisfaction surveys and data related to outcomes.

- MAC (Marketplace Assister Community) Assignment processing as directed by Program and/or Assistant Program Director(s).

JOB REQUIREMENTS - Education – Qualifications – Training – Physical Demands & Working Conditions
- BA/BS Degree from a four-year college or university preferred.
- Experience working with large groups of people.
- Demonstrated / proven community outreach abilities.
- Must have a drive to succeed, a winning attitude, and interest in helping consumers navigate the health insurance marketplace.
- Must demonstrate a nonbiased approach to the Patient Protection and Affordable Care Act.
- Cannot have conflicts of interest, financial or otherwise.
- Must comply with the Exchange’s privacy and security standards.
- Demonstrated experience building community relationships.
- Knowledge of computer software applications.
- Well-developed oral and written communication skills.

- Non-traditional work hours that could include weekends.
The Certified Navigator – will be responsible for participating in all training activities required by the ACA, HHS, and the State of Louisiana as well as any additional training needed to perform Navigator duties. This includes but not limited to:
- 30-hour HHS Certification (Must be certified to conduct Navigator duties)
- Navigators for a Healthy Louisiana Training
- Advocacy Center Training / Working with Disabled Communities
- Cultural Competency Training / Working with Non-English-Speaking Communities
- Community Targeted Outreach Training
- Any state certification training or licensing requirement needed to operate as a Navigator in the State of Louisiana.
