Synchron has an exciting opportunity for a Senior Business Analyst to provide direct support to the OPNAV N9I organization. The work includes mostly on-site support for strategic decision-making, complex problem solving, development and implementation of specialized solutions, facilitation of team communication, and design and implementation of business processes and controls – specifically as they relate to DoD POM development and supporting the PPBE process (Navy preferred). Support will encompass all aspects of developing and implementing the Navy’s annual POM process and deliverables, ensuring Strategic Alignment & Integration across all lines of effort to deliver a balanced, defendable Navy Program within fiscal constraints. To ensure Strategic Alignment, support will be provided to review, research, and understand strategic objectives and guidance set forth in Department of Defense (DoD), Secretary of the Navy (SECNAV), and Chief of Naval Operations (CNO) Guidance to align the Navy’s investment strategy accordingly. Responsibilities:
- Skilled with data management and data optimization
- Provide support to the POM process and other related digital efforts
- Experience with project management, data management, data governance, digital transformation, business process re-engineering and Human-Centered design is desired
- Knowledge, expertise, and proven experience in assisting organizations in the adoption of and transition to machine-based models for the delivery of IT services
- Provide Warfighting Requirements Management & Decision Support and Programming & Financial Management lines of operations within OPNAV N9IW
- Provide technical expertise and management support of Navy systems under development
- Provide support in aligning N9IW efforts with Navy Digital POM efforts, establishing required governance and operations protocols, and establishing and applying Knowledge Management practices
- Familiarity with PBIS, Digital POM, and FLINT databases is desired, but not required
Education and Experience Requirements:
- Master’s of Science Degree in a quantitative discipline such as mathematics, statistics, business, law, engineering, physical science, business administration, accounting, finance, economics or a management information technology OR Bachelors and two years of experience in using digital transformation, database administration and/or business intelligence tools in addition to the minimum experience required below
- At least 10 years of general experience highlighting strategic decision-making, complex problem solving, business acumen, development implementation of specialized solutions, facilitation of team communication, and design and implementation of business processes and controls – specifically they relate to project management, data management, data governance, digital transformation, business process re-engineering and Human-Centered design
- In-depth knowledge, expertise, and proven experience in assisting large, complex organizations in the adoption of and transition to machine-based models delivery of IT services
- Demonstrated experience in the planning, execution, and management of IT organizational change initiatives for Navy or DoD organizations utilizing industry best practices
- Experience in database administration, database programming and/or business intelligence tools are desired
- Experience supporting Navy POM/PPBE processes preferred
- Active Secret clearance is required
- Must be a U.S. citizen
