Description

Position Overview

The Information and Industrial Security Lead will be a vital asset to the DARPA Information Security program. This program entails safeguarding, accountability, integrity, reliability and privacy of classified or controlled unclassified information by preventing disclosure, access or release of information to unauthorized personnel.

The DARPA Industrial Security program is structured to provide the Agency with a capability to ensure that its contractor performance entities are in full compliance with both National Industrial Security Policy, as codified in the National Industrial Security Program Operating Manual (NISPOM) and other governing regulations.

DARPA executes these responsibilities by being the sole entity for issuing Contract Security Classification Specifications (DD Form 254) for all DARPA-funded efforts.

The DARPA Industrial Security program is executed through the Defense Counterintelligence and Security Agency (DCSA) for non-SAP efforts.

For SAP efforts, DARPA provides all security oversight and compliance verification activities for DARPA contractor performers.

The scope of the program includes the identification, marking, accountability, transmission, and safeguarding of collateral, SAP, and Sensitive Compartmented classified and Controlled Unclassified Information (CUI) as well as information falling under the protection of the Privacy and Freedom of Information Act, ITAR, EAR, and CUI information.

Duties shall include, but are not limited to the following :

  • Continuously assess the application of the most current DoD and DARPA policy and practices for the protection of classified and controlled unclassified information (CUI) and make recommendations for improvements.
  • Oversee the development, preparation, and quality control for all DD 254s, Contract Security Classification Specifications, for all DARPA-funded efforts, regardless of contracting agent, and assist PSOs and PSRs with determining appropriate security requirements for contract efforts.
  • Process DD 254s for approval and dissemination to appropriate offices within 5 calendar days of receipt.
  • Apply and / or advise technical office personnel on the application of appropriate classification markings.
  • Manage the Agency Mandatory Declassification Program and make recommendations to Original Classification Authorities (or their delegates) regarding the declassification and distribution of declassified material.
  • Coordinate declassification actions with the appropriate DARPA technology office and their respective security staffs within 3 calendar days of receipt of formal a task.
  • Prepare formal declassification decision recommendation memorandums for the DARPA Declassification Authority within 3 calendar days of the established deadlines as set by the formal tasker.
  • Review material to determine the appropriateness of release to the public.
  • Develop and implement programs for controlling and destroying classified and controlled unclassified information.
  • Oversee and support the development, preparation, quality control, and staffing of security classification guides (SCGs) that establish appropriate classification and declassification of material.
  • Conduct quality control reviews within 3 business days of receipt of SCGs for staffing and ensure the Office of Primary Responsibility (OPR) is notified of necessary corrections (if necessary) within 2 additional business days.
  • Ensure SCGs passing quality control and classification management requirements are staffed to the SAPCO within 5 business days of receipt.
  • Maintain metrics for all SCGs and their specific life-cycle through signature by the OCA including the number of business days at each reviewer's level (SAPCO, DARPA Deputy Director, and Director DARPA).
  • Develop, prepare, and coordinate National Interest Determinations (NID) in accordance with DCSA and USD (AT&L) SAPCO published timelines (e.

g. 30 business days for Component coordination / decision).

  • Prepare sponsorship documentation and liaison with the Defense Counterintelligence and Security Agency Facility Clearance Branch and subsequent Regional Offices to coordinate the granting of facility security clearances (FCL), including interim FCL within 5 business days of notification of the requirement from the respective technology office PSR or PSO.
  • Process and document administrative termination or downgrading of an FCL.
  • Monitor events requiring FCL invalidation, revalidation, or revocation, including FCLs issued in error.
  • Assist with security oversight compliance verification visits, as appropriate.
  • Establish, organize, and maintain the facility files folders, documenting all changing conditions affecting an FCL.
  • Provide advice to SID PSOs and PSRs regarding program performance facilities located on a government installation.
  • Coordinate with SID Personnel Security and respective DCSA Regional Offices (to include Headquarters Personnel Security Divisions) to facilitate personnel clearances required in connection with FCL applications.
  • Review applicable documentation and make a recommendation to SID government leadership regarding impacts of a U.S. company performing on DARPA efforts while / if under Foreign Ownership, Control, or Influence (FOCI).
  • Research, and make recommendations on potential impacts on contractor's eligibility for access or continued access to classified information.
  • Planning, preparing, and executing inspections by compliance oversight agencies such as Information Security Oversight Office (ISOO) and Office of the Under Secretary of Defense for Intelligence (OUSD(I)) Security Policy Oversight Division, as well as the creation and submission of annual reports such as the Senior Agency Official Self-Inspection and SF-311 Annual Report.
  • Research ownership, or control, in whole or in part, by a foreign government of performers / prospective performers on DARPA efforts.
  • Oversee and execute the security inquiry program ensuring all reports of inquiry (ROI) are properly investigated and vetted IAW DoDM 5200.

Coordinate and validate International Atomic Energy Act (IAEA) compliance inspections, Open Skies Treaty overflights, and other treaty compliance actions that could affect DARPA facilities, test activities, or programs.

Qualifications

Required Skills (Knowledge, Skills, Abilities)

  • Demonstrated experience in performing information and industrial security activities including, but not limited to : Special Security Agreements, Voting Trusts, Proxy Agreements, DD 254 Contract Security Classification Specifications, National Interest Determinations (NIDs), and Manual Declassification review processes.
  • Attend meetings (either locally or out-of-area) and create meeting summaries or trip reports.
  • Prepare / present briefings, incorporating graphics (if appropriate) for / to SID and DARPA leaders.
  • Prepare various security forms associated with their duties.
  • Assist in entry control and perform escort duties for visitors.
  • Answer telephones and other modes of administrative communications in the performance of duties.
  • Perform self-inspections, identify security discrepancies, and report security incidents.
  • Perform, or support, security inspections, identify security discrepancies and prepare reports.
  • Perform courier duties within the continental United States (CONUS).
  • Perform user-level security administrator and information security responsibilities as required and in compliance with US Codes, Executive Orders, and DoD and DARPA policy.
  • Perform objective reviews on all documentation encountered during performance of duties.
  • Possess the energy, experience, and subject matter expertise to demonstrate sound judgment, foresight and problem-solving skills in a fast-paced S&T RDT&E environment.
  • Possess excellent organizational and communication skills; demonstrating an ability to communicate, interact easily and effectively with a wide variety of individuals and echelons in both written and verbal forms.
  • Manage and maintain detailed information and documentation.
  • Possess excellent research and data-gathering skills with an ability to interpret / analyze complex information within operational Research & Development (R&D) / S&T environments.
  • Work independently, as well as in a team environment, within the bounds and guidelines of the organization.

Clearance

  • Minimum of active Top Secret (TS).
  • TS / SCI strongly desired.
  • Subject to a random counter-intelligence scope polygraphs as a condition of access eligibility.

Years of Experience / Education Requirements

Bachelor's degree and 5 years of specifically related, successful, and demonstrable experience, or no degree and 8 years of related, successful, and demonstrable experience.

Travel Requirements

  • Ability to travel to CONUS and / or OCONUS locations.
  • Limited travel within the region.
  • Must have active US passport for OCONUS travel requirements.
