Place of performance: The work shall be performed at 27 SOW located on Cannon Air Force Base, New Mexico.
Contractor Appearance, Skills, Qualifications and Certifications:
Appearance:
- Contractor personnel shall present a neat appearance.
- Contractor personnel shall be easily recognizable while on the installation in conjunction with this contract. This shall be accomplished through the wear of distinctive clothing, overcoats, or hats, bearing the company name or logo. The coloring or design of the items selected should be such that identifies personnel easily and quickly for reasons of safety and personal protection.
- Athletic footwear (e.g., aerobic, running, and tennis shoes) may be worn provided the footwear is clean and in good taste.
Skills:
- Read, understand, speak, and write English fluently
- Knowledge in the use of computers and computer programs to include Microsoft Office applications
- Teaching and public speaking skills in order to provide guidance, counseling, training and professional evaluation
- The ability to acquire and use basic computer skills such as Integrated Clinical Database (ICDB), Centralized Credentials Quality Assurance System (CCQAS), MHS Genesis
5.1.3 Qualifications and Certifications:
- Expert knowledge of and skills in general management, organizational principles, and practices of credentialing and privileging to analyze, evaluate, advise, and coordinate on all aspects of the credentialing process.
- Extensive knowledge of individual states’ medical boards, national medical certifying medical boards, and other agency requirements regarding licensing and certification.
- Extensive ability to analyze, identify, and resolve complex problems or unusual situations regarding the credentials and privileging process.
- In-depth knowledge of AF healthcare directives related to medical practices and their association to credentialing actions.
- Knowledge of medical terminology and procedures sufficient to oversee appropriateness of privileges requested and facilitate interaction with all levels of medical professionals.
- Extensive knowledge of and ability to effectively use automated data systems, spreadsheet, database, word processing, and other electronic computer applications in the collection and analysis of data pertaining to medical staff issues.
- Candidates must have a minimum of 1 to 3 years’ experience in Credentialing and Privileging
Health Care Requirements:
Contractor personnel shall report to the 27 SOMDG Public Health office during in- processing for a briefing on Medical Group Employee Health Program requirements
5.2.2 CPR Certification. In accordance with AFI 44-102, Medical Care Management, 15 March 2017, Air Force Guidance Memorandum, 29 June 2021, the contractor must maintain current registration in the American Heart Association (AHA) Heartsaver First Aid CPR AED for Basic Life Support (BLS) Heartsaver Automated External Defibrillator (AED) or American Red Cross (ARC) Adult & Pediatric First Aid/CPR/AED. The course must be an instructor led course or a blended course.
Centralized Credentials Quality Assurance System Database Administrator Duties:
The Medical Staff Credentialing Specialist, SR reports to the Chief of the Medical Staff/Director of Staff and serves as the technical advisor to the Privileging Authority, Credentials Committee/Function Chairperson, and assigned providers on issues related to the CP Program to include at least: appropriate procedures in accordance with this manual and other directives; accrediting organization (AO) standards; and applicable federal, state, and other mandated regulatory guidance.
Coordinates and implements written policies and procedures applicable to all aspects of the CP Program and all other CQM Programs, as appropriate. Assists in the facilitation of the monthly PROSTAFF meeting and tracks attendance in accordance with facility bylaws.
Ensures providers' identification are verified by viewing, and obtaining a copy of, a current valid picture identification issued by a federal or state agency, such as a driver’s license, military identification card, or passport.
Provides technical management, verification, and assessments regarding credentials information; processes privileging and medical staff appointment applications; and monitors and tracks licensure, certification, and registration status for all privileged providers, as outlined in this manual, and for all non-privileged providers as directed by the Chief of the Medical Staff.
Must also ensure evidence exists in the credentials file that establishes the authority by which a non-governmental employee may be granted privileges by the Privileging Authority (e.g., volunteer agreement, information from the Contracting Officer, other).
Analyzes, validates, and primary source verifies professional medical education and training of providers, requesting delineated medical privileges for appropriateness, continuity, and authenticity to ensure complete compliance with all credentialing policies established by higher authorities such as ASD/HA, TJC, DoD, AF and MAJCOM. Reviews all recommendations of inspecting bodies regarding credentialing, which include TJC, AF Inspector General, Air Force Medical Operations Agency, etc., and initiates appropriate changes that may be required. Assesses credentials program for effectiveness and implements changes and improvements in methods and procedures in accordance with established guidelines. Advises guard/reserve units’ credentials managers on credentialing/privileging requirements during annuals tours of duty.
Functions as the primary credentialling POC for all Preservation of the Force and Family (POTFF) and Air Force True North embedded providers. Provides expert advice and guidance on all aspects of the credential process, relying on comprehensive and extensive knowledge of all pertinent and current requirements and concerns.
5.3.4 Functions as the secondary POC or alternate liaison to 27 SOMDG Chief of the Medical Staff, Base Judge Advocate General’s Office and HQ AFSOC regarding adverse actions process for credentialed and privileged healthcare professionals and serves as the specialty advisor to the Chair of the Executive Committee of the Medical Staff for credentialing problems or untoward issues related to the privileging and credentialing program.
5.3.5 Establishes mechanisms and interprets ASD/HA guidelines, TJC standards, Air Force Instructions (AFI’s), Department of Defense (DoD) Directives and Medical Service Clinical Quality Assurance guidelines for the credentialing process. Establishes, manages and maintains, administers and maintains Providers’ Credentials File (PCF) and Provider Activity Files (PAF) on all credentialed and privileged healthcare practitioners.
Establishes, manages, administers and maintains the database for the Centralized Credentials Quality Assurance System (CCQAS), the DoD mandated website program for credentialing and privileging. The CCQAS supports the total electronic record and process. Manages and functions as the Database Administrator for CCQAS and serves as the 27SOMDG expert, gatekeeper, and its sole trainer. Designated by the Systems Office as the point of contact for entering privileged provider information into Composite Healthcare System (CHCS).
Serves as point of contact for fee-exempt Drug Enforcement Administration (DEA) registration and National Provider Identifier (NPI) Type 1 registration.
Organizes and prepares agenda, materials, and summary reports/minutes for 27 SOMDG committees and functions pertaining to the credentials program. Assists privileged healthcare practitioners with maintaining requirements for maintenance ofprivileges to include assistance with the peer review program and compilation of necessary medical performance data as part of the re-privileging process.
The administrator shall keep current, maintain and dispose of all records, files, documents, regardless of media (e.g., paper, electronic, etc.), as described in the PWS, in accordance with the requirements established by the Air Force, DISA, and DHA. All records, files, documents, regardless of media (e.g., paper, electronic, etc.), as described in the PWS that are the responsibility of the contractor, are the property of the Government and shall remain so upon termination or completion of the contract.
Collaborates with Clinical Directors/Department Heads to identify, collect, track, trend, and analyze OPPE and FPPE. Facilitates departmental compliance with ongoing monitoring of the medical staff for Credentials Committee/Function review and for recommendations to the Privileging Authority for re-privileging.
Manages and updates documents of evidence relevant to provider education, experience, licensure/certification, and training in the electronic PCF and ensures accuracy and currency of the information. Conducts and/or coordinates with the Air Force Centralized Credentials Verification Office to perform National Practitioner Data Bank (NPDB), HIPDB and other applicable queries, and Primary Source Verifications (PSV) to authenticate the credentials of medical staff members applying for initial privileges and appointment to the medical staff and annual and biennial renewal of same.
Performs relevant National Practitioner Data Bank (NPDB) queries, other applicable queries, and Primary Source Verifications (PSV). Performs risk assessment and authenticates the credentials of privileged medical staff members applying for initial clinical privileges and appointment to the medical staff or other changes in privileges as appropriate. Per the Chief of the Medical Staff, assures compliance with validation of non–privileged providers’ credentials, as well as relevant NPDB queries, other applicable queries, and PSV upon in- processing to the organization and with other changes in practice as appropriate.
Maintains a system for internal staff to properly identify healthcare providers practicing at the organization, and to confirm clinical privileges or clinical scope of practice. Facilitates and tracks installation Peer Review program and presents compliance at quarterly credentials function and SGH.
Serves as point of contact for release of information regarding clinical privileges/ practice Establishes and supports the creation of the provider profile within the electronic health record (EHR) system in collaboration with the health information technology office to provide access to the EHR upon appropriate credentialing and privileging of healthcare providers.
