Job Summary



Job Summary: The job incumbent will work under the direction of the TCC Energy Department to expedite and order materials, hire crews and manage them in the field to construct solar arrays that are currently funded through the Tanana Chiefs Conference Infrastructure Division. The Project Supervisor will plan and execute projects, hire and manage local crews, coordinate with the infrastructure division on proper construction practices, interpret policy and regulatory requirements to complete energy projects as assigned. The position will support TCC to execute on eleven presently funded large solar projects on time and within budget.

Adhere to the TCC Ch’eghwtsen’ model of service and guiding principle which requires providing timely and effective service along with the ability to interact with others in a way that inspires trust and demonstrates respect, compassion and empathy.

Representative Duties:
Under the general supervision of the Energy Program Manager the incumbent:

1. Serves as an on site project supervisor, managing the construction of solar arrays per the plan sets provided by the Energy Program Manager and energy staff members.

2. In consultation with the Energy Program Manager, develop scope of new projects, assignments, approaches, time frames, and possible execution phases.

3. Keep the Energy Program Manager informed of progress and potential problems, concerns, issues, or other matters; and provide recommendations for changes to plans and/or improvements in order to meet the TCC Energy Program objectives.

4. Lead field crews both based in Fairbanks and in remote sites to execute projects on time and within budget.

5. Work with Energy Program Manager to assist with the negotiation of supplemental contracts such as electrical work with an expert understanding of project scope, skill level, and required hours to complete desired services.

6. Develop and maintain required project documentation, track project progress and budgets using standardized project management tools, and complete progress reports for external funding agencies.

7. Facilitate hiring and compiles new hire packets for Energy program hires.

8. Communicates and coordinates with the Tribal Administrators, tribal offices and other stakeholders on Energy projects and planning for their villages.

9. Prepare modifications and change orders for appropriate actions in coordination with the Energy Program Manager, the TCC Contracting Officer, and TCC Legal Division.

10. Manage purchase orders/invoices, travel authorizations and trip reports.

11. Is on site for any and all construction work and completed detailed reports where assigned including but not limited to daily reports, pre-final and final inspections, and post-construction evaluations. Ensure construction quality control, cost control, and completion within time parameters.

12. Attend Energy trainings, conferences, and perform village travel as needed.

13. Ensures the safety of any and all personnel the general worksite.

Minimum Qualifications



Minimum Qualifications:

1. Bachelor’s Degree; or Associates degree with an equivalent combination of education, training and experience which provides the capabilities to perform the described functions; or extensive work experience may be substituted for degrees.

2. Five years of general contractor and building experience including experience as a project foreman or supervisor.

3. Procurement experience preferred.4. Project management experience with a certification from a Project Management Institute, preferred.

5. Experience working with rural construction preferred.

6. Valid driver license and experience driving in Alaskan winter conditions.

7. Must pass background check pursuant to federal Indian Child Protection and Family Violence Prevention Act requirements and the State of Alaska background check.

Knowledge, Skills and Abilities:

1. Excellent written and verbal communication skills. Ability to easily express oneself in written format. Prepare and deliver presentations to diverse groups.

2. Strong collaboration and relationship building skills.

3. Computer and software analytical skills. Ability to produce Gantt charts and detailed budget tracking and analysis using effective graphs and charts.

4. Skill in assessing and prioritizing multiple tasks, projects and demands.

5. Skill in evaluating the work of contractors and consultants for compliance with project plans, specifications and applicable laws, ordinances and policies.

6. Skill in reading and evaluating technical drawings and schematics. Familiarity with building codes.

7. Contract management skills including solicitation, award and managing.

8. Ability to maintain strict confidentiality.

9. Ability to drive on remote Alaskan roads in both winter and summer conditions.

Supervision:
This position has supervisory responsibilities.


Supervision



Physical demands: Demands will include the ability to lift up to 50 pounds as necessary and more where team lifting is required. Applicant may expect to spend long hours on construction sites working in sometimes remote locations to accomplish jobs on time and on budget.


Summation



Summation: Incumbent will work with TCC hired construction crews both in Fairbanks and in remote locations to ensure timely construction of remote Alaskan solar arrays pursuant to TCC designs. The goal of these projects are safe, compliant microgrid systems installed with quality local labor to reduce diesel consumption in remote TCC communities. The selected applicant will lead crews hired to assist TCC with achieving this goal
