JOB SUMMARY:
Lead a strategic, regional transportation planning process that explores how on-demand transportation, in conjunction with traditional fixed-route transportation, can be leveraged to increase overall mobility and improve access to essential jobs and services in Northern Kentucky. Manage the implementation of the coordinated, regional on-demand transportation network. Oversee the effective operation of the network in conjunction with internal departments and external stakeholders.
ESSENTIAL DUTIES & RESPONSIBILITIES:
Conduct research and stakeholder interviews to understand the technology, the general operational environment, and the regulatory framework associated with door-to-door transportation in the Northern Kentucky region.
Conduct research and gain an understanding of current technologies and national best practices related to coordinated on-demand transportation.
Obtain a general understanding of various federal and state regulations and funding sources associated with on-demand transportation, e.g. Medicaid Transportation, Americans with Disabilities Act, Section 5311, etc.
Convene and facilitate a regional steering committee that will help to develop a sustainable coordination strategy to best meet the goals stated above.
Manage the implementation of the coordinated, regional on-demand transportation network. Work internally with TANK staff to create programs and standard operating procedures to support the strategy. Work with external partners to oversee the effective operation of the network.
Identify and apply for potential funds to help support and maintain the strategy.
Perform other duties as assigned.
EDUCATION/EXPERIENCE REQUIREMENTS:
· Minimum Bachelor’s degree in Public Administration, Urban Planning, Transportation or closely related field or any equivalent combination of education and experience that would provide the noted knowledge, skills, and abilities.
· Minimum 5 years of transportation planning, program management, public health, or social service experience.
· Strong facilitation and collaboration skills.
· Strong entrepreneurial approach to problem solving and program development.
· Strong initiative, ability to work independently and make well-informed decisions on a timely basis.
· Ability to communicate clearly and concisely, both orally and in writing.
· Ability to conduct public policy research.
· Experience with grant writing and/or proposal preparation.
· Ability to work with computers and standard business/office software to include: internet, social media, Microsoft Office and Adobe suite.
PHYSICAL DEMANDS:
· Sitting in a normal seated position for extended periods of time
· Reaching by extended hands or arms
· Finger dexterity required to manipulate objects with fingers, such as for using a computer keyboard
· Correctable ability to see and hear within a normal range
· Ability to move about the office to obtain files and other objects
· Ability to conduct field tours to observe transit amenities and potential routings.
