Essential Duties and Responsibilities

  • Directly responsible for the day-to-day management of employees assigned to the Maintenance Center. Fills in for the Director in his/her absence.
  • Conducts management analysis or problem solving of day-to-day issues affecting the department. Assesses the effectiveness of service delivery methods, identifying opportunities for improving service and implementing improvements. Turns successful outcomes into clearly defined programs and initiatives.
  • Performs or delegates to managers and supervisors managerial functions to plan, organize, and prioritize projects and tasks; acquire and assign staff; and coordinate, review, and control the department in full compliance with existing laws for achievement of both short- and long-term goals and facility plans.
  • Works with the Director to develop and monitor the implementation of applicable policies.
  • Develops and maintains positive working relationships and trust with other agencies and county, state, and federal departments. Keeps staff and supervisors informed of associated agreements and discussions.
  • Under the direction of the Director, may develop project cost estimates and negotiates and prepares inter-local agreements (ILAs) with other governmental agencies. Monitors compliance with the agreements within the precinct.
  • Coordinates activities and programs with other departments to expedite work and improve interdepartmental performance using tact and diplomacy.
  • Attends various committees and work unit meetings and may represent the County on local, state, or federal boards; may participate in regional transportation agency meetings.
  • Administers and supervises division and personnel matters that include hiring and terminating employees, reviewing and evaluating employees, motivating employees, recommending pay increases or actions, approving leave, training new hires, and recommending continuing education opportunities available for staff.
  • Handles personnel matters including disciplinary actions and resolution of departmental employee disputes.
  • Acts as a resource for staff questions regarding customer, client, or citizen issues, policies, etc.
  • Works with the Director in the development and administration of the Precinct’s annual budget including capital and fixed cost expenditures. Monitors costs and levels of staffing, equipment, materials, and supplies. Monitors and approves expenditures and implements cost saving programs.
  • Maintains current working knowledge of construction practices, methods, and procedures. Creates a learning environment and develops precinct staff with methods, procedures, equipment, and management and leadership skills.
  • Works with the Director to identify and determine Precinct’s annual goals, objectives, and workload measures. Monitors, directs, and implements measures to ensure precinct goals and objectives are met.
  • Performs all other related duties involved in the operation of the Precinct as assigned or required.

Minimum Requirements

NOTE: YOU MUST FILL OUT THE WORK HISTORY and EDUCATION SECTIONS OF APPLICATION TO SHOW YOU HAVE YEARS OF EXPERIENCE/EDUCATION AS REQUIRED BY HIRING DEPARTMENT OR BE DISQUALIFIED.

TO APPLY, must have a Bachelor’s degree or higher Four (4) full-time years of related work experience with Five (5) years of supervisory experience required, having had the responsibility for supervising the work of employees and conducting their performance evaluations
OR
TO APPLY, must have an Associate’s degree Six (6) full-time years of related work experience with Five (5) years of supervisory experience required, having had the responsibility for supervising the work of employees and conducting their performance evaluations
OR
TO APPLY, must have High School diploma or GED Eight (8) full-time years of related work experience with Five (5) years of supervisory experience required, having had the responsibility for supervising the work of employees and conducting their performance evaluations

TO APPLY, must have a valid Class C driver license. Note: A valid Texas driver license is required to hold the position. A Class A CDL driver license is preferred.
Degree in transportation engineering or planning, construction management, or a related field preferred.

Demonstrated experience creating clearly defined programs and initiatives that have yielded successful outcomes.

Extensive knowledge of concepts, practices, and procedures of roadway management, maintenance, and construction.

Spreadsheet and word processing software knowledge and appropriate utilization experience preferred.

Excellent and high-level persuasive verbal and written communication and presentation skills.

Advanced interpersonal and exemplary conflict resolution and leadership skills.

Tarrant County will conduct background checks on new hires that will include a criminal background check related to convictions and deferred adjudications in the past ten years and may include credit reports, motor vehicle records, employment records and educational attainment. While performing the duties of this position, the incumbent is regularly required to sit, stand, walk, bend, stoop, climb, lift, push and pull.
