Role Description
This is a full-time on-site role for a Regulatory Specialist located in Denver, CO. The Regulatory Specialist will manage all regulatory compliance functions, including ensuring compliance with applicable laws and regulations; gathering, analyzing, and reporting data as required by both federal and state regulatory agencies; permitting new wells and locations; providing guidance on new and existing regulations and compliance requirements to the field staff; in coordination with General Counsel and external legal counsel, responding to notices of violations, and coordinating internal response to and drafting comments on rulemakings.
The ideal candidate will have extensive experience in a senior regulatory role operating on State of New Mexico Lands.
The role involves leading the regulatory efforts, coordinating with business units, coordinating, and managing with regulatory consultants, and performing routine regulatory functions.
Essential Duties and Responsibilities
Regulatory Reporting:
- Develop and maintain a list of external regulatory reporting requirements as well as a comprehensive calendar for reporting
- Coordinate regulatory reporting with various operational business units within the company
- Ensure that local, state, and federal reports of company activity are accurately prepared and submitted on time
- Compliance
- Conduct regular compliance audits of regulatory reporting
- Coordinate response to regulatory violations
- Guide field staff on compliance issues
- Permitting
- Work closely with the planning, engineering, and operations teams to ensure delivery of the development plan.
- Manage regulatory project timelines in coordination with internal and external stakeholders to ensure timely approval of regulatory applications
- Identify and address compliance risks in project planning
- Timely identify new regulatory requirements and provide expertise and training on changing regulations
- Assesses risk associated with regulatory changes that affect the delivery of the annual and long-range plans.
- Establish and maintain productive working relationships with state, local, and other regulators regarding regulatory compliance and permitting
- Develop and maintain collaborative internal relationships with EHS, Land, Operations, Engineering, and Government Relations
- Provide timely and concise communication to Executive Leadership and senior leaders on matters of regulatory importance to the company
Qualifications
- Regulatory Compliance and Regulatory Requirements
- Analytical skills for interpreting and analyzing complex regulatory information
- Strong communication skills to effectively communicate with internal and external stakeholders
- A detail-oriented mindset with the ability to manage multiple tasks
- A bachelor's degree in a related field such as environmental science, engineering, or law
- Experience in the oil and gas industry is a plus
- Extensive experience in a regulatory role at an oil and gas company operating on state and federal lands.
- Comprehensive understanding of and/or willingness to learn federal, state, and local regulations, laws, and requirements.
- Extensive knowledge and expertise in filing required state and federal forms.
- Understanding of regulatory language and ability to translate regulatory language into operational plans, processes, procedures, and reporting.
- Comprehensive knowledge of “cradle to grave” onshore oil and gas operations
- Comprehensive knowledge of and/or willingness to learn New Mexico, and Texas and rules/regulations.
Job Type: Full-time
Pay: $64,706.88 - $110,926.56 per year
