PRIMARY PURPOSE: Manage, direct, and administer the School Safety and Security Department, ensuring that all students and staff always enjoy a safe and secure learning environment.
QUALIFICATIONS:

Minimum Education and/or Training:
- Bachelor’s degree from an accredited University in the area (s) of Homeland Security, Criminal Justice, related field AND the following law enforcement certifications: Licensed through the Texas Commission on Law Enforcement (TCOLE) or a Master Peace Officer license.
- Meet all Texas School Safety Center requirements.
- Meet all State certification requirements.
- Experience with Marshall or Guardian School Program is highly desired.
Special Knowledge/Skills
- Considerable knowledge of the principles of state and local policies and procedures regarding the administration of school safety and security and emergency management programs.
- Knowledge of applicable laws, rules, regulations, and codes in the area of school safety and security and emergency management.
- Ability to manage budgets and direct personnel.
- Ability to create a robust training program
- Strong organizational, communication, public relations, and interpersonal skills.
- Ability to exercise judgment in decision-making.
- Considerable knowledge of School Resource Officer (SRO) program.
Minimum Experience:
Preferred three (3) years of experience in directing school safety and emergency management operations; minimum five (5) years as a commissioned officer at the command level; such alternatives to these qualifications as the Superintendent may deem appropriate.
MAJOR RESPONSIBILITIES AND DUTIES:
Instructional Management:
- Ensure school safety, security and emergency management programs are supportive of the instructional goals of the District and help in accomplishing the mission of the district.
- Develop appropriate staff development and training for all staff to ensure that safety and security of staff and students.
School/Organizational Climate:
- Promote a positive, caring climate for working and learning.
- Deal sensitively and fairly with persons from diverse cultural backgrounds.
- Employ effective interpersonal skills.
- Assess and respond to needs related to job responsibilities.
School/Organizational Improvement:
- Contribute to the recommendation of sound policies toward program improvement.
- Develop, evaluate, and maintain a systems approach to processes relative to safety, emergency management programs.
- Develop and executive the Guardian/Marshall program within Texans Can Academies.
Personnel Management:
- Prepare, review, and revise job descriptions in the School Safety and Security Department on at least a biennial basis.
- Develop training options and/or improvement plans for the School Safety & Security Department.
- Evaluate job performance of employees to ensure effectiveness.
- Make sound recommendations relative to personnel placement, transfer, retention, and dismissal.
Administration and Fiscal/Facilities Management:
- Direct and manage the school safety and security operations of the District.
- Ensure that programs are cost effective and funds are managed prudently.
- Compile budgets and cost estimates based upon documented program needs.
- Implement the policies, established by federal and state law, State Board of Education rules, and the local board policy, in the area of school safety and emergency management programs as applicable to the general safety of all buildings and equipment in the district.
- Compile, maintain, and file reports, records, and other documents as required by law, policy or necessity.
- Ensure training and drills are conducted in accordance with policy and law.
- Develop and maintain written departmental procedures for school safety, and emergency management operations as applicable to the safety of all buildings and equipment in the District.
- Ensure the District’s Multi-hazard Emergency Operations Plan is maintained in accordance with governing mandates and is fully implemented throughout the District.
- Receive and process work orders for school safety and emergency management programs.
Student Management:
- Demonstrate support for the District’s student management policies and expected student behavior related to school safety and emergency management programs.
- Oversee the process for random narcotic and illegal paraphernalia campus searches.
School/Community Relations:
- Articulate the District’s mission and goals in the area of school safety and emergency management programs to the community.
- Develop and foster a relationship and collaboration with local law enforcement and fire department.
- Participate in community activities, to the extent feasible and appropriate, which foster rapport and mutual respect between the district and community.
- If requested, serve as the District media representative for all issues pertaining to emergency management and school safety.

- Adhere to the Professional Code of Ethics and district policies
SUPERVISORY RESPONSIBILITIES:
Supervises and evaluates the following paraprofessional and classified employees:
Director of Safety and Security
Contracted Safety and Security Personnel
Campus Safety Coordinators (indirect supervision through campus administration)
WORKING CONDITIONS:
Physical/Mental Demands: Must maintain emotional control and exercise reasoning and problem-solving skills while under stress. Must demonstrate ability to communicate effectively (verbally and written). Ability to conduct on-site inspections of all facilities and construction projects. Ability to drive in severe weather conditions. Frequent in-district and occasional in-state or national travel. Frequent prolonged and irregular hours.
Safety: Contribute to the prevention of accidents and injuries by observing safety rules and District policy, practicing the principles and skills taught in safety training, wearing personal protective equipment as required, reporting injuries and incidences immediately to supervisor, and being proactive in the ongoing efforts to improve and maintain workplace safety.
