The Texas Health and Human Services Commission (HHSC) seeks highly qualified candidates to fill the Contract Specialist II position with Community Services (CS), Community Care Services (CCS), Community Care Services Contracts (CCSC) Section.

The Contract Specialist II performs complex (journey-level) contract management work including contract enrollment and maintenance.

Work involves developing and evaluating a broad range of contracts. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.

Responsible for reviewing and processing contract applications as well as contract maintenance activities which include changes of ownership, changes of legal entity, terminations and other updates for the community care services programs.

Interprets and clarifies standards, policies and procedures to improve unit operation and performance. Provides technical assistance to internal and external stakeholders on program rules and policies.

Reviews contractor billings and resolves billing rejections, problems, and / or issues.

This position will handle relatively complex contract actions and assist with projects. Identifies training needs, assists with development of training materials and provides training to contract or department staff to enhance performance, correct non-compliance issues, provide consistency and improve quality of services to individuals.

This position will carry out special assignments as required by the unit manager. May be assigned additional duties. Essential Job Functions :

Attends work on a regular and predictable schedule in accordance with HHSC leave policy and performs other duties as assigned.

EJF1.

Reviews and processes contract application packets for new provisional contracts (including new contracts due to a change of ownership or change of legal entity), renewals, amendments, terminations and updates.

Provides intermediate level mentor / training for new contract staff.

Percentage of Time Spent on Tasks 30%)

EJF2.

Provides intermediate level technical assistance to others (for example, staff, contractors, volunteers, administrators, facility owners) on policies, procedures, rules, regulations, standards and / or requirements.

Percentage of Time Spent on Tasks 25%)

EJF3.

Communicates on an intermediate level with others (internally or externally) to provide, exchange or verify information, answer inquiries, address issues, or resolve problems or complaints.

Percentage of Time Spent on Tasks 15%)

EJF4.

Researches inquiries in accordance with federal state regulations, program policies and procedures.

Percentage of Time Spent on Tasks 10%).

EJF5.

Serves as liaison for assigned area on moderately complex issues with agency staff or outside entities.

JF6.

Updates / enters information in various logs and Provider System.

SharePoint, and Word .

demonstrated excellent written and oral communication skills.
