HR Generalist ELP - Talent Acquisition (Human Resources)
Position Description
This position will represent the interests of TTUHSC EP by actively serving as an advisor, consultant, liaison, and resource on HR policies, processes, programs, and transactions while making highly independent decisions. A key member of the HR department, this position will also assist in the implementation of HR strategy by supporting talent acquisition, onboarding, performance management, leave management, and compensation and classification.

Major/Essential Functions
Serve as resource and advisor to administrators, supervisors, and staff; and liaison to internal and external organizations and departments relative to HR issues and activities.
Manage the full spectrum of the talent acquisition process for faculty and staff (regular, temporary, exempt, non-exempt, volunteer, etc.).
Prepare and submit required appointment documentation; assure TTUHSC EP compliance with background reviews, credential requirements, and certifications/licensure. Prepare orientation schedules; schedule institutional and position-specific training/benefit sessions; determine and assure access to systems; meet with new staff to provide HR orientation and review institutional policies and procedures.
Assure staff classifications accurately reflect tasks and level of responsibility; assure appropriate salary levels; identify areas of concern, provide recommendations to departmental administrators and supervisors as appropriate; perform salary surveys; analyze salary requests and recommend salary adjustments; coordinate reclassification process as assist department administrators and supervisors with required steps and documentation; and create and submit requests electronically.
Advise and assist administrators and supervisors on staff disciplinary issues; coach and develop supervisor skills to address performance issues. Assist in the oversight of the investigative process, progressive discipline process and termination of staff; assure appropriate documentation is processed in a timely and accurate manner.
Identify potential issues and coordinate/collaborate with HR’s Benefits, Leave and Disability team regarding FMLA, ADA and Workers Compensation matters; may meet with supervisors and staff members to discuss policy and procedure, including necessary paperwork, required documentation and follow -up; assure compliance with federal, state and University regulations; serve as a resource to supervisors and staff for related questions and concerns.
Occasional Duties
Guide separation process. Manage exit interview process; assure timely termination of system accesses; assure TTUHSC EP property is collected prior to separation; update systems as appropriate.
Provide guidance to staff, administrators and supervisors with regard to payroll inquiries. Generate reports as requested.
Advise and assist administrators and supervisors on staff disciplinary issues; coach and develop supervisor skills to address performance issues. Assist in the oversight of the investigative process, progressive discipline process and termination of staff; assure appropriate documentation is processed in a timely and accurate manner.
In conjunction with departmental leadership, may develop and help implement policies and procedures, assuring compliance with TTUHSC EP policies and procedures; provide ongoing review of policies and update/revise as necessary.
Maintain knowledge base related to current and new training and certification requirements for clinical staff.
Assure performance evaluation forms accurately reflect staff responsibilities; assure compliance with deadlines; may provide follow up on performance issues and/or training requests. Provide staff and supervisor training on performance evaluation processes and documentation as needed.
Serve as resource to staff regarding career development opportunities, award programs, and internship and fellowship programs.
Provide periodical review and update of position descriptions to assure accurate reflection and documentation of job responsibilities as well as physical and cognitive requirements for all positions.
Analyze and interpret data and reports related to HR operations. Prepare specialized reports requiring a thorough knowledge of institutional and departmental policies, procedures, and programs.
Serve on institutional committees and workgroups; serve as mentor to new HR staff within the institution.
Serve on task forces, workgroups, and/or other local, state, and/or national groups as requested/selected.
Serve as initial point of contact for requests for information, complaints and grievances from faculty, staff, students, other organizations and the public.
Serve as departmental representative to faculty, staff, students and others with limited authority to make departmental commitments.
Required Qualifications
Bachelor's degree required in Human Resources Management, Business Management, Business Administration or a related field;
3 years of in a Human Resources Generalist, Human Resources Business Partner, Human Resources
Administrator position and/or comparable level within human resource setting (higher education or academic medical/health science center preferred).
Additional job related education may be substituted for the required experience on a year-for-year basis.
Preferred Qualifications
Working knowledge of applicable state and federal regulations.
Minimum 3 years experience working in an HR Generalist, HR Business Partner, HR Administrator position, and/or at a related level within an HR setting (higher education or academic medical center preferred).
Prior work experience in higher education or academic medical center.
Master’s degree in Human Resources, Health Care Administration, or Business Administration.
Professional certification in Human Resources (PHR) and/or SHRM-CP.
Bilingual in English and Spanish
