Position Summary:
Achieves the SUD program clinical goals and objectives by supervising, monitoring, and evaluating the daily operation of the professional staff. Supervises the provision of client-centered, client driven, and culturally responsive substance use disorder services that meet program goals and standards in accordance with evidenced-based practices and established policies, procedures, regulations, and protocols. Adheres to HIPAA and confidentiality requirements. Honors and represents the mission, vision, and values of Cowlitz Indian Tribe and of the Health and Human Services department.

Essential Duties & Responsibilities:
- Improves staff effectiveness by contributing to the creation of a supportive environment conducive to achieving optimal performance.
- Hosts case staffing and integrated treatment team meetings to encourage positive client outcomes.
- Conducts clinician orientation, training, and mentoring; ensures clinicians have the tools needed to perform; identifies individual and group continuing education needs and opportunities.
- Works in collaboration with other supervisors to support client, staff, and program needs to ensure timely access to quality care.
- Performs chart audits and general quality assurance reviews of behavioral health documentation.
- Oversees individual and group counseling schedules; manages clinicians leave in the scheduling system; covers assessments, groups, and individual sessions for absent clinicians when needed.
- Contributes to program development, quality assurance, and strategic planning efforts.
- Supports policy and procedure development, updates, and implementation.
- Provides comprehensive diagnostic assessments using a variety of instruments and techniques to determine needs and appropriate level of care.
- Conducts individual and group counseling sessions for substance abuse clients and families providing a positive therapeutic approach in various treatment modalities; teaches coping skills and relapse prevention techniques.
- Ensures the adherence to established DSM guidelines and ASAM protocols.
- Works with other community services and resources in obtaining and providing continuous care in an individualized recovery plan for clients.
- Discovers and discusses the underlying cause of addiction for each client; assesses co-occurring health issues and concerns.
- Works with staff in developing appropriate individualized treatment plans to address the clients substance use issues, coping strategies, and recovery needs; educates families, friends, or other caregivers on how to help addicts stay on track.
- Evaluates the effectiveness of services provided; monitors client progress; adapts treatment plans as needed.
- Facilitates weekly team meetings to discuss client progress and hurdles, to prompt feedback and recommendations; adjusts treatment plans as needed.
- Manages client caseload ethically and in accordance with established procedures.
- Incorporates traditional cultural approaches as need to aid in recovery.
- Completes all required documentation in accordance with established policies and procedures.
- Prepares current patient progress reports and completion notices and provides them to the courts, probation departments, state systems, and referents as appropriate; attends hearings as requested.
- Collaborates with internal and external services and resources in support of individualized treatment plans and positive outcomes.
- Adapts to and guides staff in the administration of changes in safety protocols and procedures.
- Maintains current working knowledge of trends in substance abuse treatments.
- Maintains confidentiality.
- Participates in professional development and maintains required certifications.
- Works collaboratively in a team environment to achieve shared goals.
- Performs other duties as assigned.
Knowledge, Skills, and Abilities:
- Knowledge of traditional form of government and tribal customs and traditions.

Minimum Qualifications:
- Bachelors degree in psychology, social work, or closely related field.
- Master's degree preferred.
- Three years' work experience providing behavioral health services is required.
- Certification as a Substance Use Disorder Professional (SUDP) in Washington State required.
- Experience working within American Indian and/or Alaska Native communities preferred.
- Experience working within an integrated behavioral health setting preferred.
- A combination of relevant education and related work experience may be considered.
- Valid drivers license is required when driving vehicles for work-related purposes.
- Must be able to successfully pass a background screening / investigation according to the established requirements below.
Tribal preference in accordance with Cowlitz Indian Tribe Code and CIT Employee Policies and Procedures Handbook shall apply to all positions. All positions are required to adhere to CITs established safety policies regarding vaccine requirements and personal protective equipment (PPE).

Physical Demands:
While performing the duties of this job, the employee regularly is required to sit, stand, use hands and fingers for a variety of tasks, talk, and hear. The employee occasionally is required to walk and reach with hands and arms. The employee is occasionally required to lift up to 20lbs. Specific vision abilities required by this job include close vision and clarity of vision at long distance.
Work Environment:
Work is generally performed in an office/clinical setting with a moderate noise level. Employee may be exposed to bodily fluids, blood borne pathogens and infectious disease. Situations occur where PPE (personal protective equipment) is needed. Evening and/or weekend work may be required. Tight time constraints and multiple demands are common.
