HJF is seeking a Program Manager III to oversee a collection of related/integrated projects that together support a long-term research initiative. This position strategically guides one or more project managers and related technical staff to ensure they are all working effectively toward the program’s stated objectives.  Typically oversees moderate to highly complex scope of work.

 

This position will be in support of Military Traumatic Brain Injury Initiative (MTBI2). MTBI2 brings together the expertise of clinicians and scientists across disciplines to catalyze innovative approaches to traumatic brain injury (TBI) research. The Program Manager will work closely with the MTBI2 Program Operations Director, members of the MTBI2 Program Management team as well as project and division staff to maximize the effective use of project resources.

 

Note: This work site requires that non-US Citizen incumbents have lived in the US three out of the past five years. 

 

The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic and government clients by administering, managing, and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners. HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.

Responsibilities

  • Manage operational elements of one or more individual projects simultaneously. Document project scope and plan, confirming objectives, technologies, schedules, milestones and deadlines, funding, and available resources with key stakeholders.
  • Prepares requests for contract actions, MTAs, CRADAs, agreements, and proposals. Assures full compliance with all requirements, schedules, and provisions.
  • Projects, executes, and manages the budgets for MTBI2 Divisions and for individual projects as directed by the MTBI2 Directors, Division Heads, and principal investigators.
  • Monitors grant awards for compliance with regulations and adherence to timelines. Ensures compliance with terms and conditions of the award.
  • Coordinates proposal submission process and serve as the liaison for HJF, USU, and project team.Ensure actions are coordinated with all relevant external (e.g., Principal Investigators) & internal (e.g., Program Management, Business Development, and Research Administration) stakeholders and proposals compliant with all internal guidelines and RFP requirements.
  • Interacts with project stakeholders by facilitating information flow as a liaison between research staff, Principal Investigators, project sponsors, research administrators and HJF Program Operations in the administration of agreements and contracts and research compliance. Develops and maintains standard operating procedures, maintains, and disseminates policies and obtains feedback for continual process improvement.
  • May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for role.

 Supervisory Responsibilities

  • Direct Supervisor: Direct authority to make decisions on the following: employee hiring, disciplinary action, starting salaries and merit increases; conduct employee performance evaluations and directs work activities.

Qualifications

 Required Knowledge, Skills, and Abilities

  • Knowledge of organizational objectives, the federal budget process, office automation, project management principles, ability to work completely independently, ability to use sound judgment in solving problems, ability to coordinate many complex systems and programs simultaneously. Demonstrated ability to plan, schedule, and coordinate activities to meet deadlines.
  • Working knowledge of a variety of software including but not limited to Microsoft Office, proposal/project tracking, and data analysis software.
  • Excellent communication, strong interpersonal skills, exceptional customer/client relationship skills and people management experience. Ability to communicate clearly, work well with others, identify and resolve problems, and deliver results as a team.
  • Experience with proposal submission platforms such as EBRAP, Grants.gov, NIH ASSIST, and AIMS. Strong attention to detail and exceptional time management skills.
  • Ability to multi-task, manage portfolio independently, and provide relevant updates to leadership as needed.
  • Ability to obtain and maintain a T1/Public Trust background check. 

Work Environment

  • This position will take place primarily in a office setting.

Education and Experience

  • Bachelor's degree required, Master’s degree preferred. Business Administration or Life Sciences field of study preferred.
  • Minimum of 9-10 years’ experience required.

 Licenses and Certifications

  • Project Management Professional (PMP) preferred.

Some positions or sites may require that the incumbent be fully vaccinated against COVID-19. Proof of vaccination may be required.
