COMPANY SUMMARY:
The John Stewart Company (JSCo) is a statewide provider of diversified housing services including affordable housing development (both new construction and acquisition/rehabilitation), third-party multifamily affordable housing property management, and construction management services. JSCo currently manages over 30,000 housing units through offices in San Francisco (headquarters), Sacramento, Scotts Valley, and Los Angeles. Since 1978, the Company has developed over 5,000 units of affordable and mixed-income housing and it is currently involved in projects throughout California.
SUMMARY OF THE POSITION:
The Leasing Manager, under the direction of the Regional Director, is responsible for the overall lease-up of several properties and the day-to-day implementation of policies, procedures, and programs that ensure a well-managed lease-up for each of the properties under lease-up. The Leasing Manager is expected to use his/her independent discretion and judgment to ensure marketing and lease-up effectiveness. The Leasing Manager ensures compliance with all applicable regulatory agencies and federal, state, and local laws; develops a supportive environment for all applicants; manages staff and their duties during the lease-up and is responsible for meeting lease-up deadlines. The Leasing Manager must relate well to people, and exercise good judgment and discretion in dealing with applicants, vendors, third parties, and other staff.
Responsibilities
PRIMARY JOB FUNCTIONS
Administration and Compliance
- Ensures consistent application of the Resident Selection Policy
- Complies with new policies and forms including applicant qualifying forms and leases and addenda.
- Exercises common sense, good judgment, consistency, and self-control in day-to-day contact with applicants and other business-related matters.
- Ensures that all incoming inquiries and communications are acknowledged and responded to in a timely and appropriate manner.
- Oversees the processing, completion, and maintenance of accurate applicant files within established regulatory guidelines.
- Attends training and seminars to keep up to date on trends and changing conditions, as requested and/or required by the Regional Director.
- Communicate all problems to the Regional Director for assistance in resolution.
Marketing and Lease-up
- Oversees the review and analysis of all rental applications and leases for conformance to JSCo’s and/or ownership’s Resident Selection Policy.
- Responsible for ensuring compliance with the rent scheduled to be used for initial tenants for compliance with programs such as HUD, TCAC, Home Program, RHCP, and CAL HFA. AHP, etc.
- Ensures unit tours and applicant interviews, which include verifying potential resident income, are conducted in accordance with JSCo’s and/or ownership’s Resident Selection Policy, and program requirements.
- Ensures appropriate documentation is obtained, initial certifications are completed, and deposits and rents are collected in accordance with program policies and procedures.
- Compile and prepare regular market surveys and lease-up reports as requested (weekly, monthly, etc.
- Ensures lease-up deliverables and deadlines are met.
- Maintains and updates the Waiting List in accordance with JSCo policy and procedures in addition to all applicable federal, state, local, and regulatory requirements.
- Makes recommendations to improve marketing and leasing effectiveness.
- Compile and create a marketing/concession log to ensure all actions are documented in reference to concessions and resident selection criteria.
Personnel Management
- Coach, train, and manage staff performance throughout the lease-up period. This includes the Property Manager, Assistant Property Manager, Property Operations Specialist, and sometimes a temporary employee.
- Develops and maintains good staff working relationships, provides leadership, and encourages teamwork and cooperation among the staff.
- Handle employee complaints and grievances during lease-up.
- Sets schedule for staff which can include delegating emergency tasks to on-call staff.
- Reviews and approves employee timesheets to ensure accurate timekeeping and pay practices.
- Ensures all staff adheres to fair housing laws.
Communication and Relationships
- Effectively and professionally interacts and communicates with senior management, property managers, other employees, vendors, senior staff, owners, sponsors, clients, and public agencies.
- Meets with senior management, owners, sponsors, and other entities on a regular basis and provides written and verbal reports as needed.
- Provides harmonious relations among residents, staff, vendors, and the community at large.
General Duties
- Maintains superb relationships with applicants and adheres to Fair Housing Equal Employment and Equal Housing Opportunity requirements.
- Schedule move-ins and prepare lease agreements and other related paperwork.
- Prepares daily, weekly, and monthly reports as needed.
- Assists co-workers with all aspects of running a leasing office.
- Any additional administrative, compliance, marketing, and/or lease-up duties not detailed above that may be requested by the Regional Manager or Regional Director.

Physical Environment/ Requirements
- This position deals with outside personnel such as residents and clients regularly with contact in various forms such as in-person phone and email.
- The location of the position changes frequently from indoors to outdoors as site visits are necessary. However, extreme environmental conditions do not exist.
- It is sometimes necessary to deal with unpleasant or angry people with the need to problem-solve difficult situations.
- It is necessary to adapt to a frequently changing environment.
- Sitting and standing is as needed.
- It is necessary for the position to travel independently to property locations on a regular basis.
EXPERIENCE
- Demonstrated ability to handle a large number of projects at once and shifting priorities in a fast-paced environment.
- At least two years’ experience in personnel supervision, training, and evaluation.
- Demonstrated knowledge of Microsoft Office programs such as WORD, EXCEL, and OUTLOOK are essential. Boston Post software knowledge is a plus.
One year experience in affordable housing management and two years managing people, projects, materials, and information, or an equivalent combination of education, industry certifications, and experience is desirable.
- One year experience in programs such as HUD, TCAC, Home Program, RHCP, and CAL HFA. AHP, is desirable.
