The expected ENTRY pay range for this position based on experience and equity within the Judicial Branch is $72,080.00 - $77,500.00.

This position is exempt under the FLSA.

Job Description

The Justice System Manager serves as the Deputy Department Administrator for the Family department and manages the daily operations of the department, ensuring efficient, effective, and timely administration of cases.

Position Qualifications

Education:
Bachelor’s degree in public, business, judicial administration, or a related field.

Experience:
Three (3) years of court or legal experience
Two (2) years of lead or supervisory experience

OR

Combined education and experience qualifications:
A completed Arizona Court Supervisor (ACS) certification or Certified Court Manager (CCM) certification may substitute for one year of education or experience.
Experience as a Justice System/Judicial Clerk Supervisor or equivalent role in a court environment may substitute for the education requirement on a year-for-year basis.
A Juris Doctorate or master’s degree in public or judicial administration may substitute for two (2) years of the required three (3) years of the court or legal experience.

Our Preferred Candidate has:
Experience in management in a court or legal environment or in the administration of programs or services in a court or legal environment
Completed courses in the National Center for State Court’s Court Executive Development Program
Experience in Behavioral Health/Social Service field
Knowledge of best practices in Problem Solving Courts
Manager (CCM), Certified Court Executive (CCE), ICM Fellow, or Arizona Court Manager (ACM)

Knowledge, skills, and abilities:
Knowledge of:
The principles and practices of court administration, data processing, budgeting, purchasing, personnel administration, and office management
Court organization, functions, and services
Court operations, policies, and procedures
Effective supervisory techniques and practices
The laws, rules and regulations pertaining to the judicial process

Skill in:
Analyzing complex data and drawing logical conclusions
Conducting research and preparing reports
Planning, organizing and directing administrative services
The use of computer programs and spreadsheets

Ability to:
Establish and maintain effective working relationships with others
Supervise others
Communicate effectively both verbally and in writing
Interpret and make decisions concerning Court administration in accordance with laws, regulations and policies

Essential Job Tasks

Manages, supervises and directs all Department Court Administration personnel which requires monitoring workloads, review and approval of work coordination and initial and ongoing training of staff
Provides direction to department supervisors to resolve complex case management and case monitoring issues
Effectively manages pending cases, monitors quality control protocols, and ensures case management data is correct, accurate, and timely
Reviews and evaluates program effectiveness and makes recommendations to the Family Department Administrator for process improvements and implementation timelines
Reviews court activities for compliance with laws, court rules or administrative direction, analyzing need for rule revisions as necessary
Coordinates program activities between other units and regional facilities to facilitate effective case management
Assists Family Department Administrator with monitoring and developing annual budgets.
Develops policies and procedures, implements policy decisions and coordinates with other court departments, county departments, community organizations or other jurisdictions
Assists in the planning and coordination of new Judge and Judge Pro-tem orientation for newly appointed Judicial Officers or during Judicial Rotations
Prepares detailed written reports. and makes formal presentations and recommendations on a variety of programs and projects
Oversight, Monitoring, and Development of Problem-Solving Courts
Monitors monthly statistics and reports case activity reports to Court Administration.
Acts as the Department Administrator in their absence
Provides regular onsite or in-person supervision at all regions to assess business needs by observation, by monitoring group dynamics with face-to-face interaction and through the use of body language/nonverbal communication, engages in interpersonal bonding, and models expected behaviors

While performing the duties of this job, the employee is regularly required to speak clearly and hear; see details of objects that are less than a few feet away; sit for long periods of time; stand, walk, use hands to finger handle or feel; reach with hands and arms; and occasionally push, pull or lift up to 20 pounds.
