We are seeking a USAID-experienced Recruiter with a collaborative spirit and an eye for good talent. The Recruiter will lead the proposal recruitment process and BD recruitment efforts while also providing corporate recruitment support as needed. Experience working with USAID is required.  

Duties:

• Leads the identification and full-cycle recruitment of local, regional, and international personnel for live and upcoming project opportunities in the Business Development pipeline.
• During capture leads staffing strategy development discussions; Coordinates with the Technical Lead to develop personnel JDs and profiles;
• Recruits, identifies, and interviews personnel; responsible for disseminating interview notes and recommendations to the capture/proposal team;
• Develops and candidate trackers in close coordination with the Proposal Coordinates; responsible for thoroughly reviewing candidate qualifications against requirements; and providing recommendations on final selection;
• In collaboration with Associate staff, Collects, tracks, and reviews all personnel related documents; conducts and manages resume formatting, drafts Letter of Commitment (LOC) templates and reference request documents based on RFP requirements. Actively participates in proposal staffing meetings and proposal reviews;
• Leads candidate negotiation process, developing competitive offers compliant with Kaizen Corporate policies and USAID guidelines as related to compensation, allowances, and benefits;
• Assists with Corporate and Project recruitment as needed, collaborating with Hiring Managers and Project Coordinators to develop and post JDs, identify candidates and facilitates interviews;
• Primarily responsible for the quality maintenance of Jazz HR, the company Applicant Tracking System, proposal recruitment trackers, and overall personnel/staffing knowledge management; including but not limited to tracking and filing resumes, USAID Biodata 1420 forms, and reference information;
• Responsible for maintaining proactive involvement within the international development industry, building and maintaining an active network of USAID-experienced professionals locally and internationally;
• Other duties as assigned;

Qualifications:

• Proven experience leading business development recruitment and contributing to proposals for USAID-funded projects;
• Demonstrated experience developing staffing profiles, and creatively identifying and recruiting interdisciplinary teams for USAID-funded projects required;
• A can-do attitude with the flexibility to work in a fast-paced, deadline driven environment with different personality types;
• Excellent written and oral communication skills;
• Excellent command of Microsoft Word, Excel, and Powerpoint applications;
• Bachelor’s degree required;
• Minimum of three (3) years of professional experience in the international development sector; (2) year of recent Business Development recruitment experience with USAID, international development contractor, or an NGO required;
