Overview:

The newly created Florida Gaming Control Commission (FGCC) is a five-member commission appointed by the Governor. The FGCC is charged with investigating and enforcing Florida pari-mutuel and gaming statutes and rules.


The FGCC’s Division of Administration is searching for a dynamic Chief of Financial Services to manage the agency’s governmental accounting activities. This position reports to the Director of Administration. The FGCC has one trust fund and five budget entities.


Position Overview and Responsibilities:

This is a highly professional role, responsible for the entire Accounting unit at the newly created Florida Gaming Control Commission (FGCC). This is a dynamic position that will be responsible for all FGCC’s disbursements, revenue, reconciliation, property accounting, financial statement preparation, and all other facets of the governmental accounting.


The selected candidate will be responsible for supervising, managing, and mentoring four accounting positions and planning, designing, and directing a comprehensive, detailed accounting system for all FGCC accounting. The selected candidate will also have extensive knowledge of FLAIR and the revenue side of Florida Palm. The duties of this position also include, but are not limited to, the following:


  • Monitor and ensure all FGCC accounting and financial reporting function are accurate and in compliance with laws, rules, and regulations pertaining to best accounting practices.
  • Develop and implement accounting procedures to control the revenue and expenditure of appropriated funds and provide management with timely monthly financial reports.
  • Develop for review and implementation policies and procedures to maintain adequate internal controls relating to accounting services.
  • Provide financial information to the Director of Administration and Budget Manager for use in developing the Commission’s Legislative Budget Request and the financial plan to support this request. This role will also assist Budget with the preparation of the various required reports.
  • Reconcile all categories on a monthly basis and provide the Director of Administration a summary of the completed reconciliation.
  • Oversee processing all invoices and revenue ensuring revenue collection is accurately accounted for in the correct operating revenue funds.
  • Efficiently and effectively manage yearly certified forwards.
  • Develop and prepare accounts receivable control methods for implementation in all areas of FGCC.
  • Oversee four accounting full time positions.
  • Manage and ensure adequate accounting controls, systems, and records of collection of revenues and processing of payments from which management reports and the annual financial report are produced in conformity with generally accepted governmental accounting principles.
  • Properly track property assets through FLAIR.
  • Maintain responsibility for directing preparation of annual comprehensive financial reports on an annual basis.
  • Propose recommendations related to financial policy consistent with generally accepted accounting and financial reporting principles.
  • Develop and implement accounting procedures to invest funds, while working with Budget to ensure the existence of sufficient authority to invest and project interest earnings so that recommendations may be made to management.
  • Develop and administer accounting voucher processing in accordance to applicable statutes, rules, and internal requirements.
  • Interpret financial statements, new accounting pronouncements, and other financial data in conference with management to render all possible assistance in aiding management to arrive at decisions.
  • In collaboration with the Office of Human Resources, implement procedures for processing accounting transactions for payrolls overtime, leave, etc., and all payroll-related activities.
  • Develop and implement procedures to account for state-owned personal and real property.
  • Develop annual non-operating budget requests for investments.
  • Direct and oversee compliance with Single Audit, including the maintenance of Single Audit policies and manage the Schedule I process for A01 in the Accruals section, Schedule IC, Schedule IC Reconciliation, and Adjustments Narrative.
  • Effectively supervise performance of direct reports to ensure division and agency performance goals are met or exceeded and complies with the FGCC’s employment policies and procedures and the State’s statutes and rules.
  • Manage and monitor FGCC’s Insurance Liability.

Required Knowledge, Skills, and Abilities:

  • Extensive knowledge of FLAIR expenditures, Manage Report Environment, Asset Management and the Florida Palm system.
  • Knowledge of and ability to understand double-entry accounting and accurately apply accounting standards, theory, principles, concepts, and practices.
  • Knowledge of cost accounting, cost allocation, financial reporting, and internal control principles.
  • Knowledge of double-budgeting and non-operating budget concepts, billing and collections, contract management, procurement and purchasing.
  • Proficient user of Microsoft Office Suite with an emphasis in Word and Excel.
  • Ability to provide team leadership.
  • Ability to plan, organize, and manage complex projects utilizing problem-solving skills to meet varying deadlines, including delegating as required.
  • Ability to analyze and interpret data/information and apply appropriate guidelines and regulations.
  • Ability to communicate effectively both orally and in writing across a broad audience spectrum.

Minimum Qualifications:

  • A bachelor's degree from an accredited college or university with a major in accounting, finance, or actuarial science and five (5) years of professional accounting experience, two (2) years of which must have been in a supervisory capacity; or
  • A master's degree from an accredited college or university in accounting, finance, or actuarial science and two (2) years of professional accounting experience, one year of which must have been in a supervisory capacity; or
  • Possession of a Certified Public Accountant (C.P.A.) Certificate and two (2) years of professional accounting experience, one year of which must have been in a supervisory capacity.
