MINIMUM REQUIREMENTS:
A bachelor’s degree from an accredited college or university and two (2) years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering, or administrative work.
A master’s degree from an accredited college or university can substitute for one (1) year of the required experience.
Professional or nonprofessional experience as described above can substitute on a year-for-year basis for the required college education.

JOB DUTIES:
GENERAL STATEMENT: This is a professional position managing all bureau paper and electronic records, electronic data, and the internal relational database of all registered nurseries and scion trees in the Citrus Budwood Registration program.
Manages bureau data collection, working with others to ensure that data is verified and properly recorded into database tables. Provides oversight to other bureau workstations to ensure compliance with program procedures, completion of related job assignments and data accuracy. Ensures workload and reports are completed on a timely basis by all bureau administrative support staff. Trains other bureau personnel regarding information management procedures and monitors data flow. Analyzes, initiates, and/or recommends changes to database design considering user needs and overall functionality. Serves as the bureau liaison to the Division Data Processing Office.
Verifies all source tree background information prior to certification or registration including propagation records verifying variety, clone, rootstock, location, pathogen history and planted location. Coordinates with field inspectors to document tree movement information and/or scion tree plantings. Establishes new database tables and/or data relationships as necessary to reflect a complete history of individual source trees. Prepares invoices for all program source trees and updates records as payments are received. Prepares computer generated scion tree maps, tree lists, registration certificates and corrective correspondence for registered plantings. Posts current information on virus infections or bud mutations that apply to cooperator-owned bud source mother trees and enters all changes to scion records that reflect corrected status of each planting. Enters scion tree data in computer for sources of registered budwood as requested by growers and for updating information on scion tree records. Extracts, collates and merges stored information. Revises and updates records in computer database. Transmits letters, papers, and other documents electronically.
Screens registered nursery propagations records for accurate identity and for virus contaminants critical to scion and rootstock combinations reported. Oversees the collection and entry of database records pertaining to records of registered nursery stock propagated by individual nurseries and designs queries to extract data for nursery tree availability for citrus growers by propagation date, variety, rootstock, and budwood source. Customizes such reports for individual growers requesting availability of particular nursery trees by variety and rootstock preferences. Researches and evaluates statistical budwood records for the purpose of compiling studies, report and papers.
Serves as travel coordinator for bureau leadership. Schedules and tracks meetings for leadership team as well as coordinates with Director’s office on projects to be completed. Takes minutes at bureau staff and industry meetings.
Performs other related duties as required by supervisor.
KNOWLEDGE, SKILLS, AND ABILITIES:
- Knowledge of program policy, procedures, and responsibilities of the bureau.
- Skill with Microsoft Office Suite.
- Ability to organize and modify record keeping in order to reduce workload.
- Ability to organize files and other records.
- Ability to verify data for accuracy and completeness.
- Ability to install programs on computers.
- Ability to communicate effectively with others, both verbally and in writing. Ability to create detailed computerized formats for various documents needed for recordkeeping.
