Duties and responsibilities
This is a professional position responsible for the supervision and management of staff in the Southern Region Adult Protective Services Program Office who provides program support and accountability functions. This position is the direct backup for the Regional Program Administrator within the Southren Region. The Region consists of an eleven county area. Directs and/or participates in the development of a regional monitoring/quality assurance process. Ensures that appropriate tools and systems are developed and utilized in the evaluation of service delivery in the areas of Adult Protective Services (APS), Home Care for the Disabled, Placement, & Supportive Services. Ensures that a monitoring schedule is developed yearly and distributed appropriately. Evaluates compliance with federal and state regulations, as well as regional policies and procedures. Ensures that monitoring/quality assurance is completed within established schedules and that reports are completed and distributed within established time frames.
Maintains contact with the public and private community agencies and organizations. Obtains and provides information on client needs for planning purposes. Meets with community agencies and representatives to identify issues and ensure coordination/ communication between agencies. Serves on workgroups and committees to enhance service delivery, community relations, and agency operations. Responds to requests, inquiries and complaints from the media, legislators and the community. Assures that all requests are answered in a timely manner. Maintains contact with the public and private community agencies and organizations. Obtains and provides information on client needs for planning purposes.
Directs and/or participates in the provision of technical assistance and information to APS staff, other Department of Children and Family personnel, provider agencies, other government agencies and the public. Ensures that technical assistance is provided in a timely manner. Directs and/or participates in the development and implementation of policy. Ensures that all policy changes are distributed to APS staff as appropriate. Interprets, clarifies, and disseminates adult services policy.
Participates in the regional performance review process. Ensures that information is gathered and disseminated on a regular basis as it relates to performance measures. Directs and/or assists in the planning and coordination of preservice and Inservice training for APS staff. Hires and trains staff, supervises and evaluates staff performance, develops regional operating procedures, disseminates information and provides direction for day-to-day operation of the staff providing support and accountability functions. Reviews all Incident Reports. Directs and/or participates in the review of cases referred to the APS Teams and makes recommendations for the continuation of services. Reviews cases that have been identified as part of the death review process.
Minimum qualifications:
Bachelors degree
2-3 years of management experience
Knowledge and skills
Knowledge of Adult Protective Services. Knowledge of methods of compiling, organizing, and analyzing data. Computer skills need to include the use of Excel, PowerPoint, Word, and FSFN. Ability to develop program manuals, policies, procedures, standards, and rules. Ability to analyze the effectiveness of service program and identify resources or adjustments needed to meet needs. Ability to conduct studies. Ability to plan, organize, and coordinate work assignments. Ability to communicate effectively verbally and in writing. Ability to establish and maintain effective working relationships with others. Ability to conduct meetings and trainings. Ability to evaluate service delivery.
