Position Summary & Responsibilities
Position Summary:
The PRB Chair manages, plans, organizes, and directs the activities, and manages the resources of the PRB. Under the indeterminate release structure, the PRB determines when an incarcerated inmate will be released. The PRB establishes supervision conditions of parole and conditional release, discharges successful parole and conditional releasees from supervision per the recommendation of the parole officer and revokes the release of those who have violated the conditions of their supervision.
Job Responsibilities may include but are not limited to the following:
Conducts Examinations and Hearings:
- As chair of the PRB, ensures that the PRB grants parole, when appropriate, and establishes (and revises, when appropriate) conditions of release for offenders under indeterminate sentences. Establishes (and revises, when appropriate) conditions of release for all other offenders on conditional release and post release supervision.
- As chair of the PRB, ensures that the PRB conducts hearings on offenders charged with violating their conditions of release, and determines whether to dismiss or sustain the charges and order the released inmate to remain on parole, conditional release or post release supervision, or revoke the parole or conditional release, or enter such other order as the board may see fit.
- As chair of the PRB, ensures that the PRB discharges offenders from supervision upon the offender reaching his or her maximum sentence expiration date or sentence discharge date and reviews and considers all recommendations for early discharge based upon receipt of a recommendation from the offender’s parole officer.
- As chair of the PRB, ensures that the PRB reviews and determines whether to grant release to offenders functionally incapacitated (per K.S.A. 22-3728) or who have terminal medical conditions (per K.S.A. 22-3729). Establishes and adopts rules and regulations governing the procedure for imitating, processing, reviewing and establishing criteria for review of applications filed on behalf of persons deemed to be functionally incapacitated or who have terminal medical conditions.
- As chair of the PRB ensures that applications for Executive Clemency are processed in accordance with applicable statutes and regulations
Supervises and Manages:
- Oversees the PRB and its functions. Supervises and evaluates the performance of the PSA II and directs the activities of two PRB members and no less than four facility PRB hearing officers. Administers and monitors the PRB budget, expenditures and other resources. Formulates policies, procedures, and guidelines for PRB processes and interprets and directs the application of such.
Documents and Reports PRB Activities and Offender Data:
- Ensures that a record is kept of all pertinent PRB actions and decisions and that the Secretary of Corrections and correctional facilities are notified of PRB decisions relating to offenders who are or have been confined therein. Directs the creation of an annual report with statistical and other data of the PRB’s activities, which shall be submitted to the governor and legislature (per K.S.A. 22-3710).
- As chair of the PRB, ensures that the PRB examines and submits a report to the Governor, together with such information as the PRB may have concerning the applicant, all applications for pardon or commutation of sentence (per K.S.A. 22-3701). Establishes and adopts rules and regulations governing the procedures for initiating, processing, and reviewing applications for pardon, or commutation of sentence, filed by and on behalf of persons convicted of crime.
- Serves on various councils, boards and commissions representing the PRB, as required by statute, including the Kansas Council for Interstate Adult Offender Supervision (per K.S.A. 22-4111) and the Kansas Sentencing Commission (per K.S.A. 74-9102).
- Works with department IT staff in development of tracking and informational reports used to respond to inquiries from the Secretary of Corrections, the Office of the Governor and/or members of the Legislature relative to PRB actions and decisions.

Qualifications
Minimum Qualifications:
Two years of experience in planning, organizing and directing the work of a department, program or agency. Education may be substituted for experience as determined relevant by the agency.
Preferred Qualifications:
Three (3) years of experience in adult correctional work.
A Bachelor’s Degree with major coursework in criminal justice, the social sciences, the behavioral sciences, or public administration.
Knowledge of:
- Kansas sentencing laws;
- Offender risk reduction strategies and release planning;
- Kansas corrections system;
- Federal and state laws, regulations, policy and procedures pertaining to the Kansas corrections system;
- and Case management and classification.
Demonstrated ability to:
- Work with KDOC data systems or ability to quickly learn those systems;
- Write policies and procedures;
- Exercise sound judgment;
- Communicate effectively, verbally and in writing;
- Engage in strategic planning, set goals and carry out plans
Post-Offer, Pre-employment Requirements: Must possess and maintain a valid driver's license. Must pass a criminal history records check.
