Coordinate, create, and direct a comprehensive range of communication strategies and services for HHS including diverse populations and audiences. Serve as a collaborative team member to both public health, and clinical leadership and HHS management including providing support to in day-to-day operations of internal and external communication as well as providing oversight for community health initiatives, programs, and partnerships. Expertise includes meeting facilitation, project management, strategy and message development, editorial support, design and creative services, media event planning, digital and video production, and social media. Perform duties of community health program manager as outlined in the examples below.
EXAMPLES OF PRINCIPAL DUTIES
(Duties assigned to this classification include, but are not limited to, the following examples.)
Serve as primary lead for all HHS communications, media campaigns and digital media. Works closely with Administrator and Public Health Deputy Director to maintain a positive, informative, and supportive profile for HHS.
- Facilitate implementation and monitoring of HHS communications plan and digital media strategy across traditional and online media platforms.
- Develop and collaborate with HHS staff to promote and inform the staff and community about health, safety and wellness related issues, services, and resources.
- Oversee and undertake various for writing and content development for newsletters, website, press releases, advertising, brochures, and posters.
- Ensure accessibility, equity, inclusion, and health literacy standards are being met in programs, materials, and outreach.
- Lead community outreach and engagement with community-based organizations to further equity work.
- Oversee the functionality of the website, evaluate, and manage website for accuracy and performance.
- Coordinate with County IS to facilitate hosting, protecting of site, and server management.
- Synthesize and analyze data from all digital channels and makes recommendations for tactical optimizations. Provides regular reports on key data and analysis of digital activities.
- Demonstrate the co-creation of culturally and linguistically responsive public health interventions and communication material with community partners and CBOs.
- Participate in public health emergency preparedness exercises, planning, evaluation, and response.
- Will require travel to HHS sites within Tillamook County and other HHS events, therefore a valid driver’s license is required.
- Perform projects for the purpose of supporting community wellness and health programs, as assigned by Administrator and Public Heath Deputy Director.
- Quality Improvement: work to suggest, develop and implement department process improvements; work across administration within Tillamook County and with HHS programs to streamline and improve services.
- Assist in tracking, review and approval of all standing orders and policies and procedures for Public Health Officer and Health Department Administrator.
- Direct work performance of assigned staff, conduct annual performance evaluations, and promote and facilitate workforce development.
- Prepare and review grant budgets in partnership with the Deputy Director of Public Health and monitor and adjust as needed.
- Oversee data collection and analysis of health information relevant to public and community health.
- Serve as an active member of the public health leadership team and is a part of the HHS management team as well.
- Facilitate community mobilization through the development and sustaining of effective working relationships with partner agencies, community-based organizations, and individuals and groups that have an interest in serving county populations.
- Sustain and expand partnerships with community-based organizations to ensure connections with groups and populations experiencing health inequities.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge:
- Thorough knowledge of modern practices and methods of office management.
- Thorough knowledge of accounting principles, practices, and techniques.
- Considerable knowledge of record keeping methods; business English, spelling, grammar, composition, data analysis and presentation.
- Excellent written and verbal communications skills with experience in developing content tailored to specific platforms, digital and print media, emergency preparedness, health equity, and social media practices.
- Thorough knowledge of photography and video or using various content development platforms.
- Thorough knowledge of public health programs and healthcare delivery systems.
- Reasonable knowledge of health disparities, public operations, policy, and procedures to answer questions, provide services, and serve as liaison for departmental administrator.
- Working knowledge of federal and state statutes that affect health care, basic knowledge of legal documents and terminology.
- Understanding of macro (social/system/environmental) and micro (individual) contributors to chronic health disease and disability and strategies for the prevention of chronic disease/disability and the promotion of health.

QUALIFICATIONS
Bachelor’s Degree in related field. Requires at least 3 years to 5 years combined experience in program management, program development, quality oversight/assurance, or lead role. Bilingual (Spanish) preferred; experience using a web-based Electronic Medical Records. Must have a valid Oregon driver’s license.
SUPERVISORY CONTROLS
This classification works under department Administrator and Public Health Deputy Director with general direction, independently administering a complex area of responsibility. Uses discretion to apply general goal and policy statements, to develop recommendations, and to resolve program problems. Work is accomplished within a broad framework, with authority and responsibility in area of service.
The Communication & Wellbeing Manager exercises direct, functional, and technical supervision over assigned Public Health Program Representatives who perform public health functions, communications, community outreach, emergency preparedness and administrative support for the department.
GUIDELINES
Numerous and extensive guidelines, regulations, laws, statutes, professional standards of practice, union contractual agreements, and management and budget references control the work. The employee uses considerable judgment in interpreting the guidelines in light of particular circumstances presented.
PHYSICAL DEMANDS AND WORK ENVIRONMENT
The work is performed in a medical clinic and office environment. It may involve reaching, standing, and bending in the assessment and treatment of patients. Work requires exposure to infection and contagious disease. Ability to lift 10 pounds; ability to safely operate a motor vehicle or to have access to transportation that will provide access to local hospital within 45 minutes of receiving a crisis call.
