Management Analyst, Subject Matter Expert

Titan Alpha has an immediate need for a Management Analyst, SME to support a federal contract.

Titan Alpha is a Service-Disabled Veteran-Owned Small Business (SDVOSB) joint venture between Prometheus Federal Services (PFS) and Atlas Research. This enterprise is built upon a well-established partnership that dates to an SBA-approved October 2017 Mentor-Protégé Agreement between our two companies. We offer significant advantages to our clients through a proven partnership with strong past performance as a team and with extensive experience in managing large IDIQ contract vehicles.

Selected candidates will be interviewed jointly by PFS and Atlas Research and will be an integral part of the joint venture team tasked with supporting healthcare transformation within a government agency.

Essential Duties and Responsibilities:

The Management Analyst, Subject Matter Expert shall demonstrate through written example the following:

 

  • Business Value Definition and Justification shall require critical thinking to support the program office in acquiring required information for successfully understanding the business case and healthcare business value of the engagement.
  • Develops/creates the Business Value Definition and Justification for program engagements. The objective of the Business Value Definition and Justification phase is to understand and describe the business case and what is trying to be resolved, the value of solving the problem, what benefit(s) is expected from the project goals and business case and how the business case and expected benefits can be enhanced to assist with resolution of the problem.
  • Demonstrate a thorough and comprehensive understanding of a business case to include a complete and thorough understanding of the problem statement and hypothesis, business drivers, project goals, use case scenarios, process description(s),workflow description of the current and future state, a description of what is working well and opportunities for improvement, project related policies, processes, business rules, business control points and potential points of failure and current strategies to measure success, expected project benefits and Key Performance Indicators (KPI's).
  • Collect business data from different sources and conduct benchmark analysis. Create reports of findings, tables, charts and communicates business valuation including cost benefit analysis and return on investment. Must be able to turn collected information into summarized reports for executive leadership that includes the Value and impact of an engagement. This shall include assessment of planned versus actual value of the engagement and illustrate the return on investment to VHA as provided by the Program Office.
  • Contribute in preparing customers’ business accomplishments and interacts with them to collect supportive data. Provides support in analyzing different technical issues specific to the engagement or project.
  • Creates an all-inclusive compilation that includes highlighting the qualitative and quantitative outcomes of all PE engagement key accomplishments and value and impact statements that align with VA/VHA strategic initiatives and/or specified topics. Creates engagement Self-Assessments, written at a level that could be shared with VHA leadership. Each engagement, no matter if internal, external, integrated or a single project shall address specific topics, which include the following: business alliance, business mastery, people, process and technology, the Secretary and Under Secretaries top priorities and goals.
  • Engagement key accomplishments are based on planned and realized value of the engagement. Written content shall demonstrate the objective and subjective value of the Engagement.
  • Interacts with management and presents relevant information efficiently and effectively. Prepares and maintains relative documents, managing files and databases as appropriate.

 

Minimum Qualifications:

  • Master’s Degree
  • Minimum 10 years of experience in healthcare business operations developing Business Cases; Business Value concepts; Return on Investment; Engagement Justifications and Key Accomplishments
  • Experience in effectively leading and directing the work of a team
  • Ability to prepare and present executive-level reports, memos, and briefings to government leadership
  • Strong proficiency in Microsoft Office Suite
  • Excellent oral and written communication skills
  • Authorized to work in the U.S. without sponsorship indefinitely
  • Ability to obtain a Public Trust if required

 

Preferred Qualifications:

  • Extensive experience in large-scale integrated Health Care System and with substantive programs focused on Veterans health care and outreach
  • Department of Veterans Affairs experience
