What are the responsibilities and job description for the People & Culture Representative position at Tommy Nobis Center?
The primary responsibility of the People & Culture (P&C) Representative will be to support the daily P&C matters for Nobis Enterprises (NE), a division of Tommy Nobis Center. The areas of responsibility will include talent management processes (recruiting, new hire orientation, benefits) and performance management process (employee relations and disciplinary actions) for all NE positions. The P&C Representative will help guide the Vice President of NE, the Program Managers, supervisory personnel, and direct labor employees with all P&C related duties. The P&C Representative will also assist the Vice President, Nobis Enterprises and Program Manager with P&C related services including contract compliance with all federal and multi-state regulations and AbilityOne requirements. This role works closely with the People & Culture Generalist and the Director, People & Culture, to ensure all P&C needs of the organization are met.
Essential Job Functions and Responsibilities:
- Under the guidance of the Director, People & Culture, assists Nobis Enterprises management team with all hiring, benefits, disciplinary actions and terminating responsibilities for NE employees.
- Recruits for new and/or replacement staff for Nobis Enterprises’ contracts. Responsible for recruitment and interview process of all NE candidates including NE open positions on state DOL websites.
- Coordinates interviews and hiring processes with department supervisors.
- Conducts benefit orientations for all NE employees (direct labor) and acts as point of contact for NE employees (direct labor) for all benefit issues.
- Initial point of contact for all P&C matters for Nobis Enterprises’ employees; escalating significant issues to the Director, People & Culture and working together to resolution
- Prepares personnel change notices (PCN) for NE direct Labor employees for contract renewals, promotions, etc.
- Ensures FMLA forms are properly prepared and sent to employee when needed. Also ensures short-term disability applications are complete and forwards to the benefit broker for processing.
- Monitors leaves of absences for time tracking and compliance.
- In coordination with team supervisors, drives performance evaluation process for the NE team.
- Assists to ensure compliance of regulations and accreditations including AbilityOne, DOL, CARF, SourceAmerica, OSHA and others as necessary. Assists the Director, People & Culture with all audits involving such agencies.
- In conjunction with the NE Vice President, Program Manager, and Director, People & Culture, assists with maintaining proper employee ratios and documentation of disability for contract compliance.
- Ensures proper disability documentation is secured per the requirements of the AbilityOne program.
- Prepares reports as required by TNC management and government agencies.
- In conjunction with the Payroll Coordinator & Senior Contracts Specialist, the P&C Representative prepares new hire/termination statistics quarterly for the ERS (Employee Reporting System) report for AbilityOne compliance.
- Ensures all NE employees are informed of and complete all TNC and NE training requirements.
- Is a P&C Champion for the employee engagement activities (i.e. Birthday and Anniversary announcements) for NE employees.
- Assists the Director, People & Culture, to organize and host P&C events.
Experience and Skills:
Prior Experience Desirable:
- 2 - 3 years of HR experience handing hands on employee processes and application of policies and procedures as well as employee relations.
- Government contracts/AbilityOne preferred.
Education:
- College degree in business/human resources preferred or comparable experience.
Special Knowledge or Skills:
- Requires background in human resources, personnel management, business operations, and excellent customer service skills.
- Commands above average computer skills in Microsoft Office; ability to conduct virtual meetings, preparation of training materials, presentations, budget documents, etc.
- Well-versed in federal and state employment laws including disciplinary procedures and hiring/terminating processes.
- Excellent interpersonal and customer service abilities to interact with a diverse group of employees.
