Job Description:
Torch Technologies is seeking an experienced individual to join its Corporate HR Team as a Staffing and Employment Manager. Primary job responsibilities include leading and managing the HR Team responsible for full life cycle recruiting to include staffing top talent, onboarding, and new hire document management. This position will manage a growing team of talent acquisition professionals and will report directly to the Senior Director of Human Resources.
Job Description
The Staffing and Employment Manager will perform the following duties:
- Manage the Talent Acquisition team to include talent partners, sourcers, and onboarding specialists to include delegating tasks, training and development, feedback, and performance reviews.
- Handle every aspect of the company’s staffing needs and work with managers to develop staffing strategies that achieve hiring objectives.
- Oversee company hiring initiatives and programs such as internships and veteran hiring.
- Work closely with vendors, the IT Department, and others to maximize the effectiveness of the company’s applicant tracking and onboarding system.
- Ensure recruiting efforts are consistent with AAP, EEOC, and OFCCP requirements for posting, hiring and selection as well as adherence to other laws.
- Develop and implement monthly recruitment metrics for senior management on placement trends and corporate and AAP goals.
- Work with HR Director to develop new policies to optimize operations in the staffing and employment area.
- Oversee data entry of new hire information in a centralized environment and troubleshoot issues with the data.
- Oversee the HRIS system to include all codes, tables, reports, etc. and ensure they are flowing correctly on new hires.
- Work closely with the Payroll Department on data issues and attend monthly internal tag-ups.
- Work with the Training Department to develop training materials for staff and hiring managers on recruiting processes, interviewing techniques, etc.
- May attend job or industry-specific conferences and events.
- May design retention programs, research and implement strategies.
- May perform a variety of administrative duties including writing and posting job descriptions, training materials, records of applicants and new hires.
This position will be a member of the HR Management Team and will work closely with the Senior Director and other management personnel on department strategy and execution; requires previous management or lead experience. To be successful in this role, you will need to have a strong ability to lead and develop others, problem solve issues, and think outside of the box.
Job Requirements:
Education
- BS Degree in Human Resources, Business Administration or other related field OR equivalent experience
Experience
- 8 years’ related experience in recruiting or sourcing for qualified candidates; 5 of those years in a DoD or Engineering environment preferred
- Proven work experience as recruiting team lead, HR manager or other supervisory role
- Must be technology savvy and have knowledge of the latest recruitment tools, social networks, professional sites and resume databases
- Strong emphasis on recruitment compliance and AAP tracking
- Excellent verbal and written communication skills
- Ability to work independently or as a team
Preferred Qualifications
- HR certification preferred (SHRM, HRCI, Certified Internet Recruiter, etc.)
- Working knowledge of Deltek CostPoint and/or Deltek Talent Management systems
