ASSISTANT MANAGER -- JOB DESCRIPTION
- CORE RESPONSIBILITIES Maintains a satisfactory occupancy rate in accordance with the "Resident Selection Criteria", the "Affirmative Fair Housing Marketing Plan", if applicable, and State and Federal laws.
- Maintains effective resident relations.
- Handles the on-site collection program and assures its integrity.
- Handles all the administrative functions of the property.
- RELATIONSHIPS
Reports to the Property Manager and Area Maintenance Supervisor in the absence of the Property Manager. Coaches Leasing Agent.
- Maintains relationships with all residents, ensuring consistent application of property policies.
- Maintains relationships with other departments within the company, including accounting, field support and personnel.
- Maintains relationships with the community, and the profession.
- Maintains relationships with suppliers, vendors, and professionals servicing the company or property.
- BASIC FUNCTIONS The activities listed below are not all inclusive, however, they are indicative of the type of activities normally performed by the Assistant Manager.
- Marketing and Leasing: Shows apartment units to prospective residents.
- Maintains the applicant waiting list.
- Coaches Leasing Agent.
- Assists Property Manager in preparation of advertising and marketing programs;
- Prepares regular market surveys;
- Prepares weekly and monthly reports;
- Prepares and/or reviews all rental applications and lease forms for accuracy and compliance with resident selection policy.
- Works with Area Maintenance Supervisor in scheduling make readys in accordance with procedures found in the Apartment Make Ready Guide.
- Resident Relations: Maintains effective resident relations;
- Maintains resident complaint log;
- Directs move-in and move-out procedures.
- On-site Collection Program: Implements the rent collection program; Maintains adequate computer skills as required.
- Administration: Assists in preparation of Budget and Management Plan;
- Updates On-Site Policies and Procedures manual and other manuals, when necessary;
- Handles maintenance of property administrative and leasing files and records;
- Makes recommendation on hiring or firing of leasing agent;
- Directs training and development program for leasing agent;
- Prepares purchase orders and contract service agreements for administrative expenditures;
- Makes daily bank deposits.
- Assists with formal employee evaluations for leasing agent.
- Handles any emergency that may arise on site during office hours;
- Directs courtesy officers;
- Communicates all problems and makes recommendations to Property Manager.
MINIMUM JOB PERFORMANCE STANDARDS
The following levels of job performance are considered the minimum acceptable. Failure to meet or exceed all of these levels will be considered unsatisfactory job performance and could result in termination of employment. This list is not meant to be all inclusive but a general outline of duties. Unsatisfactory performance of duties not on this list may also result in termination.
GENERAL DUTIES
- You are responsible for the scheduling, coaching and direction of the leasing agent. In fulfilling that duty you will be accountable for continued unsatisfactory performance of the leasing agent if it persists past a reasonable period of time to correct the problem.
- There will be periodic inspections of the property by HUD, the mortgage company, the owners and management. These inspections must result in a satisfactory or above rating for administrative procedures.
- You must adhere to all company policies as stated in the Employee Handbook, the On-Site Policies and Procedures Manual, Apartment Make Ready Guide, Company Memos, and as directed by your Property Manager.
- You are responsible for seeing that you and the leasing agent adhere to federal, state and local laws including fair housing laws and labor laws and all HUD regulations.
SPECIFIC DUTIES
- Marketing and Leasing: The "Resident Selection Criteria", "Affirmative Fair Housing Marketing Plan", and Waiting List procedures must be followed.
- You are expected to maintain your budgeted occupancy rate on a yearly basis.
- You are to inspect all vacant units following move out and following completion of redecorating. Each unit must be completely redecorated before showing to an applicant.
- Resident Relations: Resident complaints, except for maintenance related items, are to be handled immediately and documented in their file.
- Residents, applicants and guests are to be treated in a fair, courteous manner.
- You are to address lease violations and reported resident damages within a reasonable period of time.
- Purchasing Financial Reporting and Control: You must make daily bank deposits. You will be held liable for any missing funds and immediately terminated if you do not. You are to stay within your administrative budget and observe your spending limits.
- You are to collect all rent and appropriate late fees when due. Uncollected rent as of the end of any month is not to exceed five percent of your monthly gross potential rent.
- Bad debt write offs are not to exceed your annual budgeted amount.
- Late notices and eviction warrants must be sent out in accordance with State and Local laws and company policy.
- Administration: Your paperwork must be neat, accurate and done on a timely basis.
- Office files are to be maintained in accordance with company policy.
- You are responsible for maintaining a neat and clean appearance in your office.
