The Town of Clayton is seeking applicants for a Fire Marshal for the Fire Department. The Town of Clayton employs more than 300 full-time staff in areas including police, fire, and electric utilities. The Town of Clayton also offers a range of PT positions including positions in Parks & Rec, Library, and Cultural Arts.

Under the direction of the Fire Chief, the Fire Marshal, performs complex work in the planning, organizing, and management of all programs within the Community Risk Reduction Division of the Clayton Fire Department. The Fire Marshal is responsible for safeguarding public safety by overseeing and implementing fire code compliance activities, fire prevention, fire and life safety education and fire investigations. Responsibilities include conducting routine inspections of commercial buildings and facilities to ensure compliance with fire safety codes, educating the public on safety practices, and reviewing construction plans for adherence to regulations. 

  • Serves as a member of the fire department Executive Staff  leadership team. 
  • Plans, organizes, and manages the activities of the Community Risk Reduction Division to include prioritizing and assigning work, completing performance evaluations, ensuring staff are trained, and making recruiting, hiring, and disciplinary recommendations.
  • Assists Fire Chief in strategic planning and budgeting activities as they apply to their division.
  • Manages and administers a comprehensive fire prevention program to include the development and implementation of procedures and practices for providing fire code enforcement and public fire safety education.
  • Assists with reviews and approves site, building, and fire protection plans and systems; reviews and approves emergency response access, water mains, fire hydrant locations, and fire flow requirements for all projects and structures within Town of Clayton’s jurisdiction.
  • Meets with architects, engineers, contractors, and others on interpreting the fire code and providing technical advice on construction projects. Conducts field inspections of construction sites as necessary.
  • Manages and directs the enforcement of federal, state, and local regulations and laws.
  • Maintains data and records regarding fire inspection or prevention activities. Prepares a variety of reports regarding fire inspection or prevention as required.
  • Formulates and implements policies and standard operating procedures for the Community Risk Reduction Division.
  • Responsible for determining fire cause and origin.
  • Plans, organizes, schedules and directs departmental staff; participates in hiring process; provides coaching and counseling to subordinates on personnel matters, internal investigations, and public interactions; ensures proper motivation, communications, training, teamwork, conflict resolution, performance excellence and staff readiness.
  • Researches, drafts, develops support for, and recommends new and revised departmental policies and procedures.
  • Speaks to various community groups; represents the department in various activities and at various events.

  • Knowledge of the application of information technology to the fire service.
  • Knowledge of NC Fire and Building Codes and ordinances.
  • Knowledge of building construction practices. 
  • Knowledge of operational characteristics, services and activities of comprehensive fire suppression and prevention programs and emergency medical services.
  • Knowledge of pertinent federal, state, and local laws, codes, and regulations.
  • Knowledge of modern supervisory principles and practices including leadership, communications, motivation, hiring, performance coaching evaluation, etc.
  • Knowledge of technical and administrative aspects of fire suppression, fire prevention and emergency medical services. 
  • Knowledge of various building construction techniques and the consequences of each type on fire suppression and prevention activities. 
  • Knowledge of effective fire investigation principles and practices. 
  • Skill in collaborative conflict resolution.
  • Skill in public speaking.
  • Ability to have knowledge of departmental rules and regulations.
  • Ability to have knowledge of the physical layout of the Town and related facilities.
  • Ability to have knowledge of Town budgeting, purchasing, and personnel policies and procedures.
  • Ability to serve as a subject matter expert and make recommendations to the Fire Chief in interpreting, applying and/or enforcing fire, building and municipal codes related to land development, code enforcement and fire protection engineering.
  • Ability to provide administrative and professional leadership and direction for the Community Risk Reduction Division. 
  • Ability to examine plans and specifications to ensure conformance with  applicable codes/standards and make recommendations
  • Ability to collaborate with other trade inspectors in the Town and County, to ensure accurate and consistent administration of the code to the public. 
  • Ability to create policies, procedures and guidelines consistent with program goals and objectives.
  • Ability to provide coaching, technical advice, and training of employees.
  • Ability to maintain effective working relationships with employees and members of the public.


Education and Experience:
Required: Associate Degree  -  Fire Science or related major field. 

Preferred: Bachelor’s Degree -  Fire Science, Public Administration or related major field. 

Considerable experience of an increasingly responsible nature in the fire service including supervisory experience; and/or an equivalent combination of experience and education necessary to perform the essential job functions.

Other conditions of employment required to perform essential function of this position:

  • Possession of a valid North Carolina Class B driver's license
  • Possession of NCOSFM Firefighter certification 
  • Possession of NCOEMS Emergency Medical Technician certification 
  • Possession of NCOSFM Fire Instructor Level II certification 
  • Possession of NCOSFM Hazardous Materials Level I certification 
  • Possession of NCOSFM Fire Inspector Level III 
  • Possession of NCOSFM Life Safety Educator 
  • Possession of NIMS ICS 100, 200, 700, 800, 300 and 400
  • Requirement of NCOSFM Fire Officer II certification
  • Requirement of International Association of Arson Investigators (IAAI) – Fire Investigation Technician (FIT)
  • Requirement of NCOSFM Certified Fire Investigator (CFI)
  • Possession of NCOSFM Fire & Life Safety Educator
