A Community Service Officer (CSO) is a non-sworn, unarmed individual who will perform a variety of non- critical public safety duties in support of police operations, specifically in the enforcement of parking regulations. The CSO’s will work under the immediate supervision of the Traffic Safety Officer, Community Operations Unit Supervisor, or Shift Supervisor.
Work involves the delivery of non-emergency law enforcement duties, including, but not limited to, aiding persons needing assistance, addressing safety hazards, assisting traffic, and alerting officers to criminal activity. CSO’s may assist sworn officers at accident or incident scenes as requested.
Supervision
The CSO will be assigned to work with the Community Operations (COPS) Unit and will be directly supervised by the Traffic Safety Officer and the unit supervisor. They will also fall under the normal chain of command and carry out orders and directives from patrol supervisors and division commanders, both in verbal and written formats.
The CSO must work in an independent manner where discretion and on-site decision making must be exercised. The CSO will report situations requiring police response immediately to Dispatch and/or sworn officer(s).
Job Environment:
Work is conducted predominantly outdoors, on foot, driving a vehicle, and in all types of weather conditions. A CSO’s workday may require walking several miles per day, standing for long periods of time, and spending long periods of time driving in potentially congested areas.
CSO’s will have frequent contact with police personnel and other town employees. Knowledge of, or the ability to learn the town’s geography is essential. Work involves considerable public contact, sometimes under difficult circumstances.
CSO’s may be exposed to confidential information which will not be shared with members of the public. You may also witness events that may compel your presence in court to provide testimony.
CSO’s must be available to work from the second week of June through Labor Day.
Essential Functions:

- Enforce Town of Dennis Parking Regulations primarily through issuing parking citations.
- Primarily patrol the high-priority parking areas of the town during the summer months, monitoring for parking violations, assisting Police Officers when requested, and aiding the general public. Upon observing suspicious activity, CSO’s will respond according to training, to include requesting sworn officers or medical response and standing by for police arrival.
- Respond when dispatched to a location to assist with parking enforcement.
- Assist the Community Operations Unit in its work with parking issues and complaints.
- Provide first aid, to include CPR, AED, and Narcan™, to persons needing assistance while awaiting police and rescue.
- Assist sworn officers at the scene of an accident or incident as requested or dispatched (i.e. monitoring traffic, collecting information, staying with victim, etc.).
- Provide visitor information.
- Assist with locating missing persons.
- Perform various other law enforcement duties of a non-emergency nature as appropriate.
Recommended Minimum Qualifications:
Education and Experience
- At least 18 years of age.
- High school graduate or GED.
- Valid driver's license.
- Certified in CPR and basic first aid or have the ability to be.
- Must pass police background investigation.
Starting hourly rate of pay: $22.00
